DESCRIPTION

The principal function is to perform professional work involving grant writing, coordination and administration; sourcing funding for municipal programs and projects; and managing proposal preparation. Performs all work duties and activities in accordance with Augusta, GA policies and procedures, and federal, state and local laws and ordinances. Reports to the Administrator or other designated person and works with a variety of Augusta, Georgia employees involved in the grant acquisition process.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Responsible for finding funding opportunities for Augusta, Georgia. Writes and edits grant applications; Plans, organizes, researches, and manages grants administration for Augusta, Georgia; Monitors and evaluates information to determine compliance with prescribed standards and guidelines;
  • Collects, analyzes, and reports data on the performance of program activities.
  • Identifies future Augusta, Georgia program needs and identifies grant fundable opportunities to meet those needs; Researches grant-funding sources such as Federal, State and private entities;
  • Develops and maintains Grants Manual Standard Operating Procedures Manual for the organization.
  • Resolves procedural, operational, and other grant-related problems by working with departments and granting agencies to facilitate solutions;
  • Works closely with user departments to ensure a proper handoff when funds have been approved for award and allocated; Provides technical assistance and guidance to all departments in grant preparation and submission if needed;
  • Perform other duties of a similar nature or level.

MINIMUM REQUIREMENTS

  • Determine eligibility for a variety of grant proposals
  • Maintain a record of grant awards and compliance updates

Education: Bachelor’s degree from an accredited college or university in accounting, finance, business administration or related field.

Experience: Three (3) years of responsible experience in grant administration with at least one year occurring within a municipal setting preferred; or any equivalent combination of experience and training which provides the listed knowledge, skills, and abilities necessary to perform the work.

Knowledge of:
  • Federal and State grants availability, audit requirements, principles and procedures of grants, project development and administration
  • Principles and practices of public administration and of local government structure and services
  • Grant sources, grant application procedures, proposal requirements, and reporting requirements
  • Program development, operations, budgeting, and program evaluation
Ability to:
  • Comprehend and make inferences from legal and administrative written materials
  • Analyze and compile information and prepare written and oral reports; Work independently, and persistently to complete work on schedule and according to quality control standards
  • Make arithmetical calculations rapidly and accurately
  • Comprehend and follow oral and written instructions
  • Excellent knowledge of proposal submission
  • Ability to study and understand programs and funding requirements of the organization

  • Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
