DESCRIPTION
Manages and oversees the review, approval, and monitoring of grant projects while assuring delivery of high-quality technical assistance and program services. Manages and administers the grant projects (CDBG, CDBG-R, ESG, and SHP / CoC) in compliance with local, state, and federal regulations. Reports to the Deputy Director or other designated personnel and works with co-workers, contractors, vendors, attorneys, bankers, and other community agencies to strengthen public/private partnerships.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Manages and directs all aspects of the Community Development Block Grant, including Public Service, Public Facility and Economic Development activities; Emergency Solutions Grant, including Emergency Shelter/Street Outreach and Rapid Re-Housing programming; Supportive Housing Program and Continuum of Care activities for community-based response to homelessness. Responsible for the creation, revision and continual update of related programmatic policies and procedures for programs as required.
- Compiles and submits the Five-Year Consolidated Plan, (CAPER).
- Develops, oversees, and evaluates effective systems to coordinate all aspects of the various CDBG, ESG and CoC / SHP funded projects to also ensure compliance with applicable local, state, and federal guidelines.
- Consults with government officials, organizations, and interested citizens to determine service needs and desired grant program goals.
- Ensures that contract and payroll forms meet the requirements of Federal Labor Standards and easements, and security deeds are properly recorded.
- As Required Performs other duties of a similar nature or level.
- Occasional out-of-town training/travel which may require use of personal vehicle.
MINIMUM REQUIREMENTS
Education: BA/BS in Public or Business Administration, Accounting, Community Development, Marketing, or related field of study, or Associate’s Degree, or High School Diploma/GED based on experience.

Experience: Three (3) years of experience with Bachelor’s Degree or seven (7) years of experience with Associate’s Degree or ten (10) years of experience with High School Diploma/G.E.D. in Community Development, Public or Business Administration, Accounting or Marketing.
Knowledge/Skills/Abilities:
- Considerable familiarity with federal, state, and local grant program regulations
- Understanding of regulatory compliance issues and monitoring
- General knowledge of federal CDBG, CDBG-R, HOME, ESG, HPRP, CoC and SHP programs
- Proficiency in review of budgets, financial and program reporting documents
- Thorough understanding of principles and practices of program management
- Good oral and written communication skills
- Creative problem-solving skills
- Computer skills

Licensing: Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
