Position Overview: Austin Water is seeking a Scheduler Analyst for the Pipeline Engineering & Operations Support Division. This position will perform a combination of office and field tasks and will primarily be responsible for coordinating activities related to (1) large diameter water pipeline leak detection and condition assessment inspections, (2) large diameter water valve assessments, and (3) emergency response related to large diameter assets. This position will also support a wide range of other projects and operations and maintenance activities related to Austin Water’s potable and reclaimed water distribution systems. The successful candidate will serve in both lead and support roles on various Austin Water projects which will include coordinating challenging issues associated with a fast-growing city.

Critical Employee

This position has been designation as critical for the City of Austin. Critical positions are necessary and vital and support activities that impact City or department operations. Work can be done while at a designated work site or while working at an alternate work location. Critical employees may be reassigned to another area to provide essential services to support any extraordinary situations or emergency conditions.

Travel

  • If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Driving Requirement

  • This position requires a valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Secondary Employment

  • All Austin Water employees are prohibited from accepting or engaging in any secondary employment that might conflict or interfere with an employee’s duty and responsibility to the Department.
  • Austin Water must review all secondary employment.
  • Employees are required to submit a Secondary Employment Application for review and approval upon being hired with Austin Water, as well as current Austin Water employees considering secondary employment.

Pay Range

$35.50 - $45.27

Hours

  • Monday - Friday: 8:00 a.m. - 5:00 p.m.
  • Rotating on call on a weekly basis due to business needs

Preferred Experience

  • Experience with operations and maintenance of water distribution system pipelines, valves, and other assets with emphasis on large diameter (24 inches and larger); managing and/or inspecting construction and/or service contracts related to water distribution system assets; coordinating with multiple work groups both internal and external; and providing training and guidance to Austin Water personnel
  • Possession of a Class C Water Distribution License (or higher), or the ability to obtain within 6 months of employment
  • Experience interacting with internal and external stakeholders including but not limited to project managers, engineers, construction inspectors, contractors, subcontractors, vendors, O&M staff, and water distribution system customers
  • Proficiency with Microsoft Office applications (Outlook, Excel, Word); Adobe Acrobat and/or Bluebeam; and Infor Public Sector ( IPS ) or similar database for managing water distribution system assets, service requests, and work orders
  • Ability to travel to more than one work location
  • Ability to work outside of normal business hours to support emergency operations. On-call duty for a one-week duration on a monthly basis will also be required.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Coordinates and schedules field construction and maintenance projects. Coordinates and reviews construction- or engineering-related contracts and contract documents. Measures work performances against engineering work standards to develop, maintain, and improve City of Austin design and construction standards. Tracks status of projects, and reports to management. Plans projects by determining crew size and composition, work hour requirements, and equipment requirements. Prepares work order schedules, control records, and post schedules. Communicates project and/or program information to internal and external customers. Ensures compliance with City and other regulatory agency requirements and policies. Meets with project managers, engineers, and contractors to discuss designs.
