Position Overview:
This position will work within the Human Resources division of Austin Resource Recovery to perform a wide variety of HR functions. They will develop and drive strategies to target and attract candidates to hard-to-fill-roles in this competitive job market.

They will be responsible for constructing and administering employee compensation programs and incentives. They will build partnerships with external agencies and City of Austin departments to design more affective recruiting strategies and attract a diverse candidate pool.

They will provide guidance to leadership on compensation, policy interpretation and complex human resources issues. They will perform other duties related to, HRIS systems, BANNER, UKG, and serve as a back up for HR core functions.

They will be tasked with special projects and events. Top candidate must possess discretion in handling details of a highly confidential and sensitive nature. They should be collaborative, as well as assertive and confident and model professional demeanor and integrity.

This position is eligible for the Public Service Loan Forgiveness (PSLF) Program. This is a federal program designed to encourage individuals to work in public service by forgiving the balance of their federal student loans upon meeting program requirements.

Travel: If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
Physical Requirements: Tasks may involve bending, lifting, walking, carrying or using a force equal to lifting up to twenty (20) pounds. Prolonged periods of sitting at a desk and working on a computer.

Military/Veteran: Veteran candidates will be required to provide a copy of their DD214 at the time of interview.

Tobacco and Vape-Free Workplace: All Austin Resource Recovery locations are tobacco-free. Use of tobacco products and/or e-cigarettes is not permitted on any ARR worksite – including parking lot or in any personal vehicle located on the premises.

Pay Range
$30.70 – $38.37 per hour

Hours
Monday – Friday; 8:00 a.m-5:00 p.m.

Due to business needs, employee will be required to work some early mornings (6:00 am), after regular business hours and some weekends.
Teleworking opportunities are available for this position depending on business needs.

Preferred Qualifications
  • Knowledge and understanding of state and federal employment laws.
  • Experience in the talent acquisition process, including preparing a position for posting, posting on an Applicant Tracking System (ATS), conducting preemployment verifications, and on-boarding new hires.
  • Experience communicating and collaborating with management on the hiring process.
  • Experience with full-cycle recruiting including position reviews, job postings, creating interview questions, participating on interview panels, job offers, background checks and onboarding.
  • Knowledge with Microsoft Applications, specifically, Outlook, Word and Excel
  • Ability to travel to more than one work location.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs.
  • Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
  • Implements HR programs, procedures, processes, and strategies.
  • Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved.
  • Advises and influences management in making sound HR-related decisions.
  • Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
  • Provides training to managers and supervisors on HR topics and procedures.
  • Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
  • Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.
