Job Description

The City of Avondale has an opportunity for an Attorney II position within the City Attorney's Office.

This recruitment will remain open until the position is filled. Application reviews will begin on April 30th.

Provides legal counsel and representation to various City departments (may include City Auditor, Economic Development, Finance & Budget, Information Technology, Neighborhood & Family Services, Parks, Recreation & Libraries, and Public Works) and City officials.

Essential Functions

Initiates, negotiates and drafts agreements, development agreements, leases, and various types of contracts and other legal documents or memoranda. Reviews procurement contracts and bids.

Advises management, department staff and Boards and Commissions on legal questions and procedures in various aspects of municipal law.

May defend and respond to claims against the City, including negotiating with adverse parties, conducting discovery, preparing disclosures, preparing witnesses and exhibits, and conducting trial and post-trial appellate proceedings. This may also include managing and coordinating with outside counsel.

Analyzes, evaluates, and legally resolves issues.

Drafts documents, such as resolutions, ordinances, licenses, easements, and letters.

May provide risk prevention advice. Advises Risk Manager and City Attorney regarding liability claims, which includes providing input for settlement.

May represent the City in assigned areas of practice in state and federal courts, if applicable before boards, commissions, and administrative bodies. Investigates case allegations. Prepares written legal opinions, conducts research, and prepares supporting memoranda.

Attends meetings of City Council, boards, commissions, and committees and provides legal advice and legal interpretation.

Reviews, redacts, and approves the release of various public records, including emails, documents, and audio and video files.

Minimum Qualifications

Juris Doctorate from a school of law accredited by the American Bar Association (ABA). Knowledge of local, state and federal law, particularly in relation to City government.

Minimum of six (6) years of experience in the practice of law. Broad knowledge of complex systems and procedures. Experience in municipal or public law or government setting is preferred.

License to practice law in Arizona. Membership in good standing in the State Bar of Arizona.

Supplemental Information

Work requires the ability to read legal statutes and ordinances, legal books, and memorandums.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division.

Work requires the ability to communicate effectively in writing; ability to write emails, letters, various correspondence, legal motions, appeals, special actions, and advisory memorandums.

Work is widely varied, involving analyzing and evaluating many complex and significant variables. City-wide policies, procedures, or precedents are developed and/or recommended.

The incumbent in this position shall establish and maintain ongoing contact with others within the organization. These contacts involve similar work units or departments within the City such as various department heads and staff and City Administration which are involved in decision-making or providing approval or decision-making authority for purchases, projects, and policies. The incumbents must build positive relationships and earn the confidence of City officials, administration, and staff, as well as citizens. In addition, the incumbent will work with individuals outside the City who may belong to professional or peer organizations. Meetings and discussions may be conducted with constituents, business representatives, and the general public. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
