Job DescriptionThe City of Avondale is currently seeking a Customer Service Representative to join the Finance and Budget Department.This is a FLSA non-exempt, full-time position with benefits.We will accept the first 150 applications or applications up to the closing date, whichever comes first.The purpose of this position is to aid residents and the public by processing applications, licenses, and receiving payments. Our customer service duties include taking requests for utility services, researching and processing utility payments, utility billing inquiries, monitoring accounts, revenue transactions, business and short-term rental license applications, payments for city permits, daily deposits for all city branches, and cashiering services, as well as other assigned duties at the front counter, via email, and on the phone system.Essential FunctionsProvides customer service by answering telephones and responding to inquiries by email / mail.Sorts and distributes mail.Processes customer payments, generates receipts, and balances cash drawers.Creates customer accounts, maintains customer service standards, processes residential / commercial / hydrant / water service applications and termination requests.Contacts customers prior to disconnect, provides letters of credit, processes account information requests / update changes.Processes permits, generates business and short-term rental licenses, schedules meter investigations, and submits sanitation work orders.Performs a variety of clerical duties by filing, entering information into databases, generating and submitting reports, and processing journal entries.Minimum QualificationsHigh School diploma or equivalency.Two (2) years of experience in customer service, data entry, and 10-key by touch, basic computer proficiency. Bi-lingual speaking skills (Spanish) preferred.Supplemental InformationWork requires the ability to read and interpret City codes, ordinances, policies and procedures, computer program information and directions, billing and account receivable and other financial reports.Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division; as well as have a basic understanding of governmental accounting.Work requires the ability to write in a clear and precise manner; the ability to write draft policies and procedures, customer correspondence and reports.Work is governed by broad instructions, objectives and policies. Work requires exercise of initiative and independent analytical and evaluative judgment.Planning responsibilities include organizing submittal deadline requirements.The position has no budgetary responsibility.Job has no supervisory responsibility.Work involves choices of action within limits set by standard practices and procedures. Professional judgment is required to apply the proper course of action.The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City. Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
