Job Description
The City of Avondale has an opportunity for a SCADA Technician with the Public Works Department. This is a FLSA non-exempt, full-time position with benefits.
The SCADA Technician is responsible for performing technical maintenance, installation, testing, calibration, troubleshooting, and repair of a variety of instrumentation, equipment, hardware, and control devices associated with the City's SCADA systems. The instruments may include pressure sensors, flow meters, chemical residual probes, transmitters, switches, and more.
Under the direct supervision of the Utility Operations Manager, the SCADA Technician will collaborate with operation division supervisors to establish a strategic approach for maintaining, optimizing, and advancing the instrumentation and control for the City's water and wastewater facilities, including Water Reclamation, Wastewater Collection, Water Production & Treatment, and Water Distribution. The SCADA Technician will also assist and support the SCADA Instrumentation & Control Analyst with support of the existing SCADA system, programmable logic controllers, remote telemetry units, and other SCADA infrastructure.
This position is required to participate in a rotating 'on-call' program to provide SCADA system support after-hours on call-outs, as needed.
Essential Functions
Provides technical expertise and support with respect to the troubleshooting, maintenance, calibration, and / or upgrades to pressure sensors, flow meters, chemical residual probes, transmitters, switches, and various other instrumentation and control devices throughout the utility system.
Provides assistance and technical support for the maintenance, troubleshooting, and replacement of SCADA system components for both remote site SCADA infrastructure (PLCs, UPS, Antennas, etc.) and the city-wide SCADA network. Maintains a high level of current knowledge regarding SCADA network systems technologies, architecture, and products.
Installs, tests, repairs, and maintains a wide variety of water / wastewater electronics, relaying systems, and equipment. Provides installation, support, and troubleshooting of instrumentation and control loops. Conducts light electrical work to include starters, variable frequency drives, (VFDs), and relays up to 480V.
Monitors, diagnoses, and analyzes SCADA system alarms. Assists with the integration of new equipment to the SCADA system as needed.
Performs predictive and preventative equipment maintenance as indicated by the City's Computerized Maintenance Management System (CMMS). Performs reactive or 'emergency' repairs or maintenance, as required. Utilizes the CMMS software to track all maintenance activities.
Follows all job hazard analysis (JHAs) for work within the Utilities Operations division. Utilizes required safety equipment, when necessary, inspects safety equipment, and occasionally enters confined spaces by safely following OSHA safety regulations.
Performs other duties as required. May be called upon to assist other divisions within the Department or other Departments within the City.
Minimum Qualifications
High School diploma or GED equivalency is required.
An Associate's Degree or Accredited Certification in Computer Science, Information Technology, or a related field is preferred.
Knowledge and / or experience with the deployment of SCADA networking software and hardware systems, personal and server computer hardware, ethernet-based PLCs, 4-20mA current loops, and SCADA instrumentation is preferred.
One (1) year of experience with maintenance, calibration, and / or troubleshooting of SCADA system components, software, or instrumentation infrastructure is required.
Experience working in the water and / or wastewater field is preferred.
Experience with ethernet-based PLCs is highly desirable.
An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.
Must possess an Arizona Department of Environmental Quality (ADEQ) Grade I Certification in any of the four (4) available categories or be able to obtain a Grade I Certification within six (6) months of hire and must be able to maintain certification for the duration of employment.
A license or certificate in Wonderware products and software and / or Schneider PLC hardware is preferred.
A valid Arizona Driver's License is required.

Work requires the ability to read schematics, programming manuals, construction plans, technical specifications, regulations, permits, Safety Data Sheets, O&M manuals, SOPs, repair manuals, and more.
Work requires the ability to perform math calculations sometimes using formulas to derive answers to specific problems.
Work requires the ability to write daily logs, reports, work orders, budget justifications, technical specifications, technical reviews, training standards, and general correspondence.
Responsible for developing cost estimates or obtaining quotes for maintenance or replacement of instrumentation and control infrastructure that can be used to prepare project or departmental budgets.
This position is non-supervisory. The technician works directly with and collaborates with all utility operations divisions. Assumes responsibility for completing assigned projects with available resources.
Work is governed by broad instructions, objectives, and policies. Completes tasks under the guidance of the Utilities Operations Manager. Exercises initiative, independent analytical skills, and evaluative judgment.
This position makes contact with others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.
This position makes contact with outside entities, groups, and the general public and must represent the City in a professional manner, including attitude and appearance when required.
The ability to work in a constant state of alertness and safe manner is required.
Employee must maintain regular in-person attendance.
