Provides care, custody, and control of inmates housed at the Avondale City Detention Center. Supports the Police Patrol Division's function of transporting arrested subjects to the 4th Avenue Jail. Supervises detention officers, including officer safety, PPR files, annual evaluations, timecard management, scheduling of all staff and inmates, and safety inspections.Conducts bookings of new arrestees into the Avondale City Detention Center, including all data entry, searching, fingerprinting, booking, and processing of prisoners. Reviews all prisoners and logs security checks of prisoners being celled, completes booking sheets, and records entries into the detailed booking logs. Gives supervisory approval on booking sheets and packets. Conducts investigations and follows up on complaints.

Provides care, custody, and control of the facility and inmates within the Avondale City Detention Center. Coordinates the distribution of meals, inmate movements, releases, bond procedures, visitation, medical emergencies, inmate mail, etc. Orders and stocks housing supplies, inmate clothing, hygiene items, etc.

Plans, organizes, schedules, and coordinates daily activities of assigned detention officers and ensures the effective delivery of services; prepares performance evaluations of detention officers; coordinates officer training; verifies and approves timecards; and manages PPR files for employees and annual evaluations.

Manages fleet for transport of inmates to daily physical court appearances. Monitors and controls expenditures and required paperwork prior to prisoner transport detail.

Prepares cost estimates for budget recommendations and submits justifications for budget items.

Coordinates with court clerks when bond is posted. Disseminates paperwork and ensures proper notifications are made to appropriate areas when prisoners are released or transferred.

Operates computer terminals to retrieve warrants and records information on prisoners; confirms warrants from other jurisdictions.A High School Diploma or GED equivalency is required.

An Associate’s Degree or 64 credit hours from an accredited college or university with coursework in law enforcement or a related field is preferred.

Work requires an understanding of basic operational, technical, or office processes.

Minimum of two (2) years of experience as a Detention Officer or Police Officer.

Valid Arizona Operator’s Driver’s License.

Detention Officer Certification is required.

Arizona DPS ACJIS Terminal Operator Certification Level A, CPR, First Aid, Impact Weapons, and Firearms Certifications must be obtained within six (6) months of hire.  

Must be able to pass a comprehensive background investigation, polygraph examination, psychological examination, medical exam, and drug screen.Work requires the ability to read court documents, city and state criminal code catalogs, OSHA regulations, computer printouts, police reports, victim rights material, code books, manuals, reports, policies and procedures, and general correspondence.

Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division. Experience with or ability to learn computer-based statistical programs for capturing workload data is also required.

Work requires writing reports, briefings, letters, general correspondence, daily activity reports on criminal activities involving inmates, and monthly statistical reports.

Work requires supervising and monitoring the performance of a group of regular employees in a work unit. This includes providing input on hiring/disciplinary actions, work objectives/effectiveness, and realigning work as needed.

Planning responsibilities include planning work details for inmates, scheduling and liaising with courts and other agencies, ordering supplies and food, and completing bureau-related projects as assigned.

The incumbent prepares documents and researches to justify language used in documents for a department unit and may recommend budget allocations. Completes research for documents, compiles data for computer entry, and oversees data entry. Responsible for monitoring budget expenditures (typically non-discretionary) for a work unit of less than department size.

Work involves choices of action within limits set by standard practices and procedures. Professional judgment is required to apply the proper course of action.

The incumbent in this position communicates with prisoners, victims, law enforcement personnel, courts, and the general public on a daily basis. Must maintain interpersonal skills for the supervision of subordinates. These contacts may involve similar work units or departments within the City, such as the Courts, Victim Services, and others. In addition, the incumbent works with individuals outside of the City who may belong to professional or peer organizations and various state and federal agencies. Vendors and suppliers may also be called upon for information on purchases, supplies, or products. Meetings and discussions may be conducted with customers, brokers, and sales representatives.

Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner is required.
