What are the responsibilities and job description for the Water Production & Treatment Operator position at City of Avondale?
The Water Production & Treatment Operator performs a variety of daily operational and maintenance tasks to support the City’s Water Production & Treatment division. This position is required to monitor, operate, and maintain water production infrastructure at the City’s well sites, booster station sites, and inter-connect site for optimal performance of the system. The operator performs daily rounds to evaluate and makes adjustments to production and treatment equipment; diagnoses and corrects system malfunctions; collects daily water quality samples to ensure treatment equipment functionality; records and evaluates water quality metrics, meter readings, flows, pressures, water levels, and other readings; performs general maintenance activities at water production sites and more.
Under direct supervision of the Water Production and Treatment Supervisor, the Water Production & Treatment Operator will also make recommendations for process efficiency and continued system operation. This position utilizes the City’s Computerized Maintenance Management System (CMMS) to track all maintenance and repairs.
This position is required to participate in the rotational ‘on-call’ program and will monitor the facility utilizing the Supervisory Control and Data Acquisition (SCADA) system and/or will respond to after-hour call-outs, as needed.Operates, monitors, and maintains water production infrastructure and equipment at well sites, booster station sites, and inter-connect site(s) either in-person and/or remotely via SCADA and in accordance with all established regulations, standards, and procedures.
Performs daily rounds and performs visual inspections of wells, wellhead equipment, booster pumps, motors, tanks, piping, and other appurtenances to identify equipment failures, leaks, wear, and other maintenance items. Monitors gauges, meters, historic readings, and SCADA to ensure proper equipment operation. Makes daily operational adjustments, as necessary, to maintain adequate flows, pressures, and treatment.
Collects routine and process control water samples for lab analysis. Reviews and monitors laboratory reports. Calibrates equipment and instruments to ensure proper data collection. Performs select field water quality testing and coordinates laboratory water quality testing.
Reports equipment failures and takes necessary corrective actions. Communicates with operations staff and mechanics regarding maintenance activities and coordinates planned installation, repairs, and preventative maintenance work.
Completes routine, preventative, and predictive maintenance activities. Performs general maintenance tasks to keep facilities, equipment, buildings, and remote sites maintained and operable. Assists with accepting the delivery of materials and chemicals. Coordinates the removal of treatment by-products.
Utilizes the City’s CMMS to document work activities, maintenance, equipment failures, and system inventories. Keeps supervisor informed of faulty equipment or system issues on a regular basis.
Tracks and records daily operation metrics for regulatory compliance reporting. Follows all standard operating procedures, memos, O&M manuals, and other documents as necessary.
Responds to emergency situations and participates in the rotational ‘on-call’ duties as required by the position.
Follows all established safety procedures. Properly utilizes safety equipment and monitors the work environment to ensure personal safety and the safety of other individuals. Assists in promoting and supporting a culture that complies with all OSHA, NEC, Federal and State regulations, and the City of Avondale policies & procedures. Participates and completes annual regulatory and safety trainings, as required.
Performs other duties as assigned. May be called upon to assist other divisions within the Department or other Departments within the City.High School Diploma or GED equivalency is required.
Work requires a general knowledge or interest in basic mechanical and/or chemical processes. Knowledge obtained through a vocational school or technical college is preferred.
One (1) year of experience in operating and maintaining a water production and treatment system, a water distribution system, or a similar facility is required.
An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.
Must possess an Arizona Department of Environmental Quality (ADEQ) Water Treatment Operator Grade I Certification or be able to obtain the Certification within six (6) months of hire and must be able to maintain certification for the duration of employment.
A valid Arizona Class D Driver's License is required.Work requires the ability to read technical documents, schematics, construction plans, technical specifications, regulations, permits, safety data sheets, O&M manuals, standard operating procedures, and more.
Work requires the ability to perform general algebra. Calculations include determining chlorine dosing, liquid volumes, pump/motor efficiencies, and more.
Work requires the ability to write reports, procedures, proposals, technical manuals, and general correspondence.
Planning responsibilities include effective time management for daily work assignments and inspections; scheduling jobs; contributing to various projects; establishing and maintaining inventory, scheduling testing, receiving delivery of chemicals, and coordinating process/compliance samples.
Works directly with and collaborates with other Water Production & Treatment Operators, Senior Water Production & Treatment Operators, Mechanics, and other Public Works staff. Assumes responsibility for completing assigned projects with available resources.
Work is governed by broad instructions, objectives, and policies. Under the guidance of the Water Production and Treatment Supervisor, Lead Water Production & Treatment Operator, and Senior Water Production & Treatment Operators, the position exercises considerable initiative and independent evaluative judgment.
This position makes contact with others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.
Ability to work in a constant state of alertness and safe manner is required.
Employee must maintain regular in-person attendance.
