What are the responsibilities and job description for the Water Reclamation Operator position at City of Avondale?
The Water Reclamation Operator performs a variety of daily operational and maintenance tasks at the City’s Water Reclamation Facility (WRF). Responsibilities include conducting daily rounds, operating equipment, collecting samples, performing laboratory analysis, monitoring clarifier levels, changing filters, coordinating chemical deliveries, and maintaining infrastructure and equipment used in the treatment process. The role also involves troubleshooting, testing, repairing treatment systems, and assisting with equipment replacements as needed.
Under direct supervision of the Water Reclamation Facility Supervisor, the Water Reclamation Operator also makes operational changes or adjustments as directed by the supervisor or designee as necessary for process efficiency and continued regulatory compliance. This position utilizes the City’s Computerized Maintenance Management System to track maintenance and repairs.
Participation in the rotating ‘on-call’ program is required. The operator will monitor facility operations using the Supervisory Control and Data Acquisition (SCADA) system and may be called upon to respond to after-hours emergencies or system alerts.Operates treatment plant equipment by performing the daily rounds and performs calculations for the biological nutrient removal process; visually checks equipment, chemical levels, digesters, and clarifier levels.
Performs process sampling and process analysis at the treatment facility by documenting and verifying equipment readings and recording the results of visual checks.
Calibrates and/or performs maintenance activities on treatment plant equipment including portable meters, odor control systems, digesters, sludge return and/or wasting processes, chemical feed systems, and more.
Performs predictive and preventative equipment maintenance as indicated by the City’s Computerized Maintenance Management System (CMMS); utilizes the CMMS software to track all maintenance activities.
Monitors plant processes via the Supervisory Control and Data Acquisition Program (SCADA). Makes adjustments and/or informs supervisor of SCADA readings, as required.
Monitors chemical feed systems to ensure reliable process control and to ensure permit requirements are met. Maintains and repairs chemical feed systems as needed. Receives chemical orders and deliveries from chemical suppliers.
Follows all JHAs for Water Reclamation Facility operation. Utilizes required safety equipment when necessary, inspects safety equipment, and occasionally enters confined spaces by safely following OSHA safety regulations.
Performs preventative maintenance for facility grounds; ensures buildings, walkways, retention basins, and general site items are maintained to a high level.
Performs other duties as required. May be called upon to assist other divisions within the Department or other Departments within the City.High School diploma or GED equivalency is required.
Work requires a knowledge or interest in basic mechanical and/or biological processes. Knowledge obtained through a vocational school or technical college is preferred.
One (1) year of experience in a wastewater treatment facility, or similar facility, is required.
An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.
Must possess an Arizona Department of Environmental Quality (ADEQ) Wastewater Treatment Operator Grade I Certification or must be able to obtain the Certification within six (6) months of hire and must be able to maintain certification for the duration of employment.
A valid Arizona Driver's License is required.Work requires the ability to read schematics, construction plans, technical specifications, regulations, permits, Safety Data Sheets, O&M manuals, standard operating procedures, repair manuals, and more.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division.
Work requires the ability to write daily logs, reports, work orders, and general correspondence.

Works directly with and collaborates with other Water Reclamation Operators, Senior Water Reclamation Operators, Mechanics, and other Public Works staff. Assumes responsibility to complete assigned projects with available resources.
Work is governed by broad instructions, objectives, and policies. Completes tasks under the guidance of the Water Reclamation Facility Supervisor, the Lead Water Reclamation Operator, and Senior Water Reclamation Operators. Exercises initiative, independent analytical skills, and evaluative judgment.
This position makes contact with others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.
This position makes contact with outside entities, groups, and the general public and must represent the City in a professional manner, including attitude and appearance when required.
