The Engineering Division of the Public Works Department is seeking a City Surveyor to join the capital group.
  
The Engineering Division is a group of 20 staff who work closely together to support planning and project delivery for multi-modal transportation and utility projects, providing high-quality customer service for the community.
    
The capital group is working on a host of projects, including sustainable transportation implementation aimed at reducing the Island’s carbon emissions by 90% in the next 20 years, trail and non-motorized facility planning and construction, and large-scale utility upgrades.

The ideal candidate:

  • Has survey experience including field surveying, staking, drafting, research and writing
  • Has knowledge of the Uniform Relocation Act and the Federal-aid acquisition process
  • Has municipal and/or development construction project review experience; 
  • Is comfortable communicating with various stakeholders, supporting their individual projects and the team as a whole; and
  • is willing to be flexible and nimble in their daily tasks.

The City Surveyor is a registered surveyor who coordinates and performs specialized, multi- project survey and right-of-way work and backs up colleagues in areas such as permit support, construction management, asset management and survey-related documentation. Duties depend on City priorities and may include field surveys and data collection, title searches, easement development, right-of-way acquisition, benchmarking, or other duties as assigned. The City Surveyor works closely with City staff, contractors, engineers, county and state representatives, property owners and other stakeholders.

  • Functions as a member of the Public Works Engineering division and works with City staff, developers, contractors, consulting engineers and the public to plan projects and respond to requests. 
  • Attends a wide variety of meetings, review conferences and pre-construction bid sessions. 
  • Coordinates and performs survey functions such as overseeing the activities of a field survey party, conducting topographic and cadastral surveys, doing calculations, operating survey instruments, and preparing reports and property maps. 
  • Operates a range of engineering survey equipment, such as transits, levels, theodolites, electronic total stations, data collectors, and real-time kinematic survey units, as well as hand tools and engineering sampling and testing equipment.
  • Performs field data collection on City-owned assets including water, sewer, and stormwater utility infrastructure, roadways and facilities, and coordinates data entry and management with the City’s Geographic Information Systems (GIS) team.
  • Coordinates and performs surveying responsibilities such as right-of-way acquisition, construction management and inspection, in compliance with operating and safety standards.
  • Coordinates and performs research and compilation of land surveying documentation and records from governmental and private sources, for the study, investigation, and determination of major factors affecting computation and location of boundaries of all City property, including rights-of-way and easements.
  • Ensures all construction plans under the Department’s jurisdiction are in compliance with general surveying standards and practice; initiates corrective action as needed.
  • Monitors and maintains the City’s CAD standards and practices and contributes to the production of project plan sets.
  • Ensures all privately surveyed plans and subdivisions within the City are in compliance with relevant City ordinances and State laws for accuracy and appropriateness of calculations, legal descriptions, right-of-way dedications and easements; initiates corrective action as needed.
  • Coordinates and performs technical reporting and communications functions such as preparing or reviewing project reports, correspondence, or complex photographic and mapping displays.
  • Safely operates a vehicle to perform assigned work.
  • Maintains timely and regular attendance.
  • Other duties as assigned.
High school diploma or equivalent and five years of demonstrated knowledge in surveying through a combination of work experience in surveying on public works projects, formal education, and/or training are required. 

Knowledge of:
  • Land surveying principles, practices, methods, and standards.
  • Principles and practical application of local, state and federal laws, regulations and standards related to land surveying.
  • Public property management strategies.
  • Successful strategies for planning and organizing work. 
  • AutoCAD, ArcView, AutoCAD Civil 3D, and GIS
Ability to:
  • Provide comprehensive guidance to City staff and others related to land surveying and property management efforts and programs.
  • Interpret plans and specifications, as well as a variety of standard maintenance and construction manuals.
  • Plan, organize and coordinate the work of consultants in conjunction with Department managers.
  • Work independently or as a team member to meet required deadlines while simultaneously completing other tasks.
  • Manage time effectively.
  • Utilize strong problem analysis, decision-making and interpersonal skills. 
  • Support and model the identified vision, values and behaviors of the organization.
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialist software.
  • Communicate effectively both orally and in writing.

License and Certification Requirements
  • Washington State Professional Land Surveyor license is required.
  • Valid Washington State driver’s license is required.
  • Successful completion of a pre-employment background check is required.


Additional Salary/Benefit Details
The salary range is $8629-$10,819 per month. The hiring range is $8629-$9663 per month. Step increases are attained annually based on satisfactory performance.  

Working Conditions
This position is eligible for a hybrid (in-office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours is required.

Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 25 pounds.
