Position Summary
Acts as technical contact at the permit counter, coordinating and dispensing detailed procedural information relating to a wide range of building department processes, and procedures. These employees review applications and provide the public with information regarding requirements that will be placed on development activities. The work requires the ability to interpret regulations and apply them with consistency and fairness.
Performs routine clerical work in answering phones, filing, scanning, receiving the public and providing customer assistance on an as-needed basis in the Building Department.
Minimum Qualifications:
Requires a minimum of three (3) years of technical experience in permit processing or administrative/clerical operations; or an equivalent combination of experience and education which demonstrates provision of the knowledge, skills, and abilities listed below.
Essential Functions

1. Focuses on coordination of the intake, review, and inspection process; applications are monitored from initial receipt to final approval, ensuring that fees are accurate, record keeping is adequate, and that professional engineering, land use and architectural review are completed.
2. Contact with the public is significant; employees interact with developers, owners, engineers, explaining requirements and/or the status of specific projects.
3. Provides counter and phone support for inspection requests by answering basic questions and scheduling inspections on an as-needed basis. Responds to inquiries Responds to inquiries from employees, citizens and others at the counter and over the phone and referring them to the appropriate department when necessary.
4. Completes routine filing and scanning as assigned.
5. Operates various office machines in performance of assigned tasks, such as copy machine, scanner, calculator, computer (including word processing, spreadsheets, graphs, permit processing software, Microsoft Products, etc.).
6. Works effectively and cooperatively with the public, co-workers, and supervisors.
7. Works cooperatively with in-house staff to cover office and other support staff needs including phones and other routine tasks.

Knowledge:
· Office equipment such as copiers, printers, scanners, PC’s, calculator and electronic data processing;
· Office policies and procedures;

· Terminology and codes related to the building trades;
· Applicable City, State, and Federal codes, regulations, policies and procedures; and
· Basic principals and practices of land use, zoning, building and engineering.

· Proficiency in basic computer software including but not limited to: word processing, spreadsheets, pdf’s, electronic filing, internet research and permit processing software;
· Excellent attention to detail with a high level of accuracy in correspondence with the public, and;
· Effective communication and people skills, with the ability to interact professionally with customers and team members.
Ability to:
· Derive pertinent information from people;
· Learn and maintain departmental record and filing system;
· Learn departmental policies and procedures;
· Understand and communicate effectively in oral and written forms with the public, employees, and supervisors;

· Maintain effective working relationships with building owners, architects, contractors and the general public, and;
· Perform research and make independent investigations of potential problems.
Supervision Received
Works under the general supervision of the Building Official or designee who assigns non-routine tasks and reviews work for conformance to departmental policies and procedures.
Supervisory Responsibility
There are no supervisory responsibilities in this position.
Work Environment
Work is performed mostly in an office setting and is generally sedentary. The noise level in the work environment is usually quiet; standard office atmosphere; may be subjected to occasional verbal abuse from the public and occasionally may require overtime.

Computer, 10-key calculator, phone system, copy machine/scanner.

While performing the duties of this job, the employee is frequently required to stand, sit, walk, use hands to manipulate, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds, kneel, bend, stand, push, and pull. Specific vision abilities required by this job include close, distant, color and peripheral vision, depth perception and ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
