SALARY RANGE: $70,338.00 – 112,807.00 Annually
BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.
POSITION OVERVIEW
The Compliance Manager/Policy Analyst plays a key role in laying the foundation for the transformational reform of the BPD. This position requires constant collaboration with internal stakeholders, as well as the Department of Justice, members of the consent decree Monitoring Team, and the community, in order to manage and facilitate changes needed for the BPD to become a progressive law enforcement agency and to comply with the consent decree. As a compliance Manager/policy analyst, the individual will use evidence based practices and data analytics to drive innovation in policy development and consent decree implementation.
ESSENTIAL FUNCTIONS
- Primary writer, researcher and editor of proposed Departmental policies, with a focus on assigned topic areas central to the Consent Decree. Policies must be simple and clear, yet comprehensive.
- Manage implementation efforts for specific sections of the Consent Decree through timely and efficient communications to keep implementation goals on deadline and proactively identify any barriers to implementation as well as solutions.
- Support Departmental efforts in change management through the use of technology and data.
- Collaborate externally with DOJ attorneys, Monitoring Team members, and other subject matter experts, to ensure policies and procedures align with best practices and Consent Decree requirements.
- Maintain standards, templates, and publication architecture.
- Maintain and archive policy and procedure documents for the entire Department.
- Assist with training curriculum development and in-reach/out-reach to obtain community and member feedback on written directives, as needed.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Degree from a four-year accredited college or university
AND
EXPERIENCE: Have two or more years: In a professional setting (e.g. government, non-profit, or business), Of policy or technical writing experience, presenting data, and working on teams consisting of a cross-section of stakeholders.
KNOWLEDGE, SKILLS, AND ABILITIES
- Proficient typing skills (e.g. 65 wpm, ability to transcribe/take notes during meetings)
- Ability to identify pertinent information and create documents that present relevant information clearly and succinctly.
- Documentation/publication experience with MS Office products and Adobe Acrobat.
- Strong interviewing and research skills to gather the information needed to create policy and procedure documents.
- Excellent interpersonal skills, including an ability to work independently and in a team setting.
- Efficient, organized work style and an ability to prioritize quickly and confidently and manage multiple deadlines.
- Knowledge of law enforcement procedures a plus but not necessary
