SUMMARY OF POSITION
This position serves as a physical training program coordinator and training instructor for the Baltimore Police Academy. The function and purpose of the position is to direct and manage the Academy’s physical training (PT) program, to include overseeing the design, development, implementation, and delivery of the program to a population averaging 150-180 police officer trainees of various ages and degrees of physical fitness.
- Collaborate with Academy leadership to identify program goals appropriate to the physical performance needs of a student training to become a police patrol officer.
- Take sole responsibility for the nature, adequacy, and technical accuracy of all training delivered within the domain of the PT program, making revisions or recommendations as necessary or appropriate.
- Provide comprehensive and extensive coverage of the subject matter, design and develop the specific program content, select topics and activities to be included, and organize the complete course.
- Ensure that all elements of the PT program align with the core job functions of a police patrol officer, such that the program could withstand legal, public, union, or internal scrutiny.
- Search for, review, and analyze pertinent subject matter literature that could, in collaboration with Academy leadership, be applied usefully to the PT program.
- Deliver physical training (either in-person, or with/through Academy staff acting as adjuncts) that progressively and confidently develops physical abilities in: (a) health-related physical fitness (cardiorespiratory endurance, muscular strength and endurance, and flexibility); and (b) skill-related fitness (speed, power, agility, balance, coordination, and reaction time).
- Develop within a select portion of the staff of current Academy instructors the ability to function as adjunct PT instructors (for times when the Academic Coordinator is not available, or when multiple different classes must be instructed at the same time).
- Ensure a safe classroom and operational environment for all spaces and equipment used by the PT program (e.g., gymnasium, weight room, and cardio room).
- Manage and coordinate all PT-related activities and special events (e.g., The Torch Run, The Polar Bear Plunge, and similar).
- Prepare reports or other appropriate documentation concerning trainee progress or performance problems.
Organizational Relationships
Supervised by: This position will report directly to the Commanding Officer of the Baltimore Police Academy.
Individuals supervised: The incumbent will be delegated the authority to design, direct, and manage the Academy’s PT program, within the Commanding Officer’s oversight. - The incumbent will be relied upon as an authoritative expert in the field of health and physical fitness.

EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: National Strength and Conditioning Association: Certified Strength and Conditioning Specialist, American College of Sports Medicine: Certified Exercise Physiologist, Any certifications from the National Academy of Sports Medicine, Master’s (preferred) or Bachelor’s in Exercise Physiology, Kinesiology, Strength and Conditioning, or similar.
KNOWLEDGE, SKILLS, AND ABILITIES
- Expert knowledge in the areas of physical training, with mastery in: anatomy and physiology; kinesiology; biomechanics; motor skill development; fitness assessment.
- exercise prescription; behavior change; exercise physiology; cardiovascular health; and risk management/injury prevention measures.
- Expert knowledge of curriculum development/adult learning principles in order to design, develop, and conduct courses within the domain of the PT program.
- Skill in operating all exercise equipment and in demonstrating proper exercise technique for optimal performance enhancement and injury prevention.
- Knowledge of research and program evaluation methodology to develop, evaluate, and revise course material.
- Knowledge of writing techniques (e.g., proper vocabulary, grammar, and spelling) to ensure any written materials delivered by the PT program meet Academy standards.
