SALARY RANGE: $131,267.00 - $216,684.00 ANNUALLY

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
OVERVIEW:
The Mayor’s Office of Children & Family Success (MOCFS) is a dynamic team serving the citizens of Baltimore throughout all life stages to empower all individuals to thrive. We are looking for a strategist and highly capable manager to join our team as the Deputy Director (Operations Director I). The Deputy Director will lead all large-scale, cross-agency projects, strategic initiatives, and lead the fiscal management of the agency.
KEY RESPONSIBILITIES:
- Direct programs that have a broad scope and major impact on the agency’s missions and operations including managing program budgets, directing the work of participating staff, and coordinating responsibilities across agencies.
- Provide strategic oversight of agency divisions and influencing decisions on agency-wide work.
- Lead the fiscal activities and responsibilities of the agency including developing and advocating for long-range budgetary course of action and managing fiscal team staff.
- Build and align stakeholder capabilities and resources across the city and state to manage complex, large-scale projects in line with City legislation and Mayoral priorities.
- Supervise at least two manager-level staff members as well as provide indirect oversight of technical staff.
- Collaborate with the Executive Director, Chief of Staff, and management team to address operational and organizational challenges and provide pragmatic solutions.
EDUCATION AND EXPERIENCE REQUIREMENTS:
A master’s degree in business administration, Public Administration, Management, Law, or related field from an accredited college or university plus eight years of experience providing leadership as a Chief-of-Staff, senior advisor, operations manager, or fiscal administrator in an agency. At least four years of experience managing heterogeneous functions through subordinate managerial and professional staff is required.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the principles and practices of operations/administration.
- Ability to plan, organize and manage administrative functions in an organization.
- Ability to compile financial and operational data and to analyze charts, reports and statistical and budgetary statements.
- Ability to develop, implement, and interpret policies and procedures.
- Ability to coordinate the activities of various organizational units.
- Ability to speak and write effectively.
- Ability to establish and maintain effective working relationships with associates, officials and employees.
- Ability to supervise and direct the activities of staff.
