SALARY RANGE: $79,507.00 - $127,043.00 ANNUALLY
BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
POSITION OVERVIEW
The Director of Administration (“Director”) will oversee, manage, and coordinate all administration functions for the Division of Public Behavioral Health at the Baltimore City Health Department. The Director will report to the Deputy Commissioner of Health for Public Behavioral Health and will be a senior leader in the Division.
ESSENTIAL FUNCTIONS
Administration Leadership:
- Oversee day-to-day administrative operations of the Division including budgeting, procurement, contracting, HR, and IT.
- Manage grant awards, reporting, and ensure completion of grant requirements.
- Responsible for City contract with Behavioral Health Systems Baltimore
- Lead programmatic monitoring and evaluation of public health activities in the Division.
- Evaluate existing resources and identify gaps.
- Identify sources of funding, direct grant applications, and lead fundraising efforts to support public behavioral health work at the BCHD.
Personnel Management:
- Supervise and direct, evaluate, and provide mentorship to a small team.
- Direct activities that support collaborative teamwork across the Division
- Identify and facilitate staff learning/training opportunities
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor’s degree from an accredited college or university.
AND
EXPERIENCE: Have at least 3 years of supervisory experience. Experience with grants and contracts management and financial management required.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong administrative and project management skills.
- Excellent oral and written communication skills required; must have ability to be both direct and diplomatic as needed, must lead through influence.
- Must be results-driven and have demonstrated an ability to lead people towards meeting organizational vision, mission, and goals.
