SALARY: $64,427.00 - $110,756.00 ANNUALLY
BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a 1 YEAR mandatory probation.
POSITION OVERVIEW
This position supports the work of the Records & Certification Unit of the Education & Training Section. This includes ensuring compliance with regulations of the Maryland Police Training & Standards Commission in relation to instructor certifications, mandated in-service and entry-level training, and mandated testing, all of which are subject to state audit. A detailed list of duties and responsibilities is provided below.
ESSENTIAL FUNCTIONS
MPTC Liaison
  • Organize and distribute annual cards when they arrive
  • Process new and reissue requests
  • Ensure that academy classes receive their temporary cards
  • Ensure that all officers have a “blue” card and are compliant with the state
  • Track and resolve any outstanding issues with training and compliance that may hinder the processing of cards or other member certifications, compliance, and training opportunities
Reporting
  • Ensure all noteworthy training or certification compliance issues are reported via the official chain of command in a timely manner
  • Prepare weekly training report o IST Attendance, Firearms Qualifications, Community Program Participation to Update the Internal Training Statistic spreadsheets shared drives/network drives
Instructor Certification Database
  • Track instructor certifications and expirations via a standardized formatted database
  • Process any new/recertification applications with MPTC
Digitization of Historical Records
  • Enter hardcopy records into the Acadis LMS as appropriate
  • Scan line sheets, tests, and lesson plans and label accordingly
Training and Compliance
  • Track all daily training in a timely manner
  • Export training data to MPTC on an established revolving basis
  • Review MPTC Compliance reports for accuracy and submit corrections as needed
  • Track all MPTC certified training numbers and their expirations (P#’s), issued for training conducted within the Education and Training Section
Record Requests
  • Track training record requests via a standardized formatted database and require Training Record Request forms be completed prior to the dissemination of training records
  • Record requests will be prioritized on a case-by-case basis with any official internal requests and vetted and approved public information requests taking precedence over personal record requests
Testing Database
  • Review entrance-level testing database questions and answers for statistical anomaly points of note and coordinate with subject matter experts to revise as necessary, while ensuring compliance with MPTCmandated objectives
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor’s degree from an accredited college or university.
AND
EXPERIENCE: Have two (2) years of experience in technical, administrative, professional or project management work.
OR
NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of the principles and practices of public and police administration.
  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
  • Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.

  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to research and write narrative and statistical reports
  • Ability to establish and maintain effective working relationships with city and state officials.
  • Ability to communicate effectively with unit, section, bureau, and agency staff.
  • Ability to effectively utilize Microsoft Office products, Baltimore City platforms including Workday, and BPD platforms including the Acadis Learning Management System.
