SALARY RANGE: $85,660.00 - $136,935.00 ANNUALLY
BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
SUMMARY OF POSITION
The Operations Officer IV is responsible for overseeing the administrative, programmatic, and operational functions of the department. This position involves managing complex processes, supervising subordinate managers, and coordinating critical initiatives to ensure efficiency and compliance within the agency.
As a senior-level leader, the Operations Officer IV will report directly to the Chief of Human Capital and will be expected to participate in internal and external meetings, develop operational strategies, manage key projects, and provide data-driven recommendations to improve departmental performance.
The ideal candidate will possess strong leadership abilities, project management expertise, and an in-depth understanding of organizational operations. This role requires strategic planning skills, analytical capabilities, and the ability to collaborate with various stakeholders, including city officials, community organizations, and regulatory agencies.
ESSENTIAL FUNCTIONS
- Oversee the administrative and operational functions of the department to ensure efficiency, compliance, and alignment with strategic goals.
- Develop and implement policies, procedures, and operational strategies to improve program outcomes.
- Direct, supervise, and evaluate subordinate managers and staff, fostering a high-performance work environment.
- Monitor and assess department programs to ensure compliance with federal, state, and city regulations.
- Prepare reports, presentations, and recommendations for executive leadership and stakeholders.
- Lead and coordinate special projects by creating execution plans and prioritizing multiple tasks effectively.
- Develop budget proposals, oversee financial expenditures, and implement fiscal control measures.
- Collaborate with internal and external partners to address departmental needs, resolve challenges, and enhance service delivery.
- Respond to and resolve complex administrative, operational, and personnel issues in a timely and effective manner.
- Research industry best practices and integrate innovative solutions to drive continuous improvement.
- Represent the department in meetings with city officials, regulatory agencies, and community stakeholders.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: A bachelor’s degree from an accredited college or university in business administration, public administration, management, or a related field.
AND
EXPERIENCE: Minimum of six (6) years of professional experience in administrative, technical, or operational leadership. At least one (1) year of experience in a supervisory or project management role.
OR
EQUIVALENCIES: An equivalent combination of education and experience will be considered.

- Strong knowledge of public and business administration, including planning, organizing, staffing, and resource allocation.
- Ability to develop and implement strategic policies, procedures, and operational plans.
- Excellent problem-solving and decision-making skills to address complex challenges.
- Strong analytical skills to interpret data, identify trends, and develop solutions.
- Ability to effectively communicate with executive leadership, city officials, employees, and community stakeholders.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis tools.
- Strong project management and organizational skills, with the ability to balance multiple priorities.
- Ability to supervise, motivate, and evaluate a team of managers and administrative staff.
- High level of professionalism, integrity, and ethical decision-making.
