BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
ELIGIBILITY
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
EDUCATION ACCREDITATION
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
CLASS DESCRIPTION
A Public Health Representative III completes complex investigation work to prevent of the spread of sexually transmitted diseases or Human Immunodeficiency Virus (HIV) by identifying and counseling people who have been exposed to such diseases and motivating them to be promptly examined and treated. Work of this class involves lead duties or responsibilities.
Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in homes, health clinics and communities where there is possible exposure to contagious diseases and undesirable environments. Work requires minimal physical exertion.
SELECTION PROCESS

MINIMUM QUALIFICATION
On or before the date of filing the application, each candidate must:
EDUCATION: Have a bachelor’s degree from an accredited college or university.

EXPERIENCE: Have three years of experience performing investigative work.

LICENSES, REGISTRATIONS AND CERTIFICATES:
Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE ARE NOT ACCEPTABLE.

KNOWLEDGE, SKILLS AND ABILITIES
- Ability to read, understand, retain and transmit information about sexually transmitted diseases.
- Ability to motivate others to reveal personal information and seek medical treatment.
- Ability to work effectively with people of diverse sexual orientation and ethnic, cultural and socio-economic backgrounds.
- Ability to provide and obtain information from people who may be reluctant to communicate and are hostile.
- Ability to communicate effectively with health care providers and a diverse population in the community.
- Ability to be non-judgmental and keep sensitive information confidential.
- Ability to work independently.
- Ability to relay and obtain sensitive and personal information in a professional manner.
- Ability to educate others concerning sexually transmitted diseases.
- Ability to prepare reports and document STD investigations.
- Ability to operate a personal computer.
EXAMINATION PROCESS
