BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
ELIGIBILITY
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
EDUCATION ACCREDITATION
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
CLASS DESCRIPTION
A Training Officer (Civil Service) plans, develops, organizes, conducts and implements employee development, technical and multi-day in-service training programs. Work of this class may involve leading office support personnel, but does not involve full supervisory duties or responsibilities.
Incumbents receive moderate supervision from an administrative superior. Most employees in this class work a conventional workweek; however, some departments may require employees to work shift work. Employees in this class work in an office or a classroom setting, where normal working conditions exist; however, in some departments work is performed in the field where there may be exposure to dust, vehicular traffic and inclement weather. Work regularly requires minimal to moderate physical activity in walking and standing and occasional strenuous physical exertion when lifting and transferring heavy objects necessary to conduct training activities.
SELECTION PROCESS

MINIMUM QUALIFICATION
On or before the date of filing the application, each candidate must:
EDUCATION: Have a Bachelor's degree from an accredited college or university.
AND
EXPERIENCE: Have three years of experience in developing and implementing employee development, professional, technical or vocational training programs.

OR
EQUIVALENCY NOTES: Equivalent combination of education and experience. Certification from a recognized professional body in training, instructional systems design or business-related information technology applications may be substituted for a portion of the educational or experience requirement.
NOTES: Prior to hire, candidates for some positions in this class must possess and maintain a Maryland Class A or B Commercial Driver’s license, or an equivalent out-of-state driver’s license acceptable to the Office of Risk Management.
Employees in some positions in this class will be required to have specialized technical knowledge in such areas as computer software applications.
Employees in some positions in this class must obtain and maintain a Defensive Driving Instructor Certificate issued by the Safety Council of Maryland within six months of hire as a condition of continued employment.
Employees in some positions in this class must obtain and maintain a First Aid and CPR Instructor Certificate issued by the Safety Council of Maryland within six months of hire as a condition of continued employment.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the principles and techniques of training adults.
- Knowledge of instructional design principles, techniques, materials and resources.
- Knowledge of the organization and formats of training courses.
- Knowledge of commonly utilized business software programs.
- Skill in planning, developing and conducting a wide variety of training programs, including administrative, customer service, managerial and specialized and technical software training.
- Skill in instructing others.
- Skill in the utilization of common business software programs.
- Ability to comprehend, interpret, develop training programs and instruct others in a wide variety
- of subject areas including administrative, customer service, managerial, proprietary computer
- software utilization, program objectives and procedures, building, fire and related codes, zoning
- codes, legislation and legal procedures.
- Ability to motivate others to improve job skills, knowledge and behaviors.
- Ability to promote training programs.
- Ability to communicate effectively orally and in writing.
- Ability to evaluate training programs and modify as needed.
- Ability to establish and maintain effective working relationships with others.
- Ability to maintain records and prepare reports.
- Ability to assign and review the work of others.
