The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy. The Workforce Network Manager drives citywide efforts to implement an integrated online system that creates a coordinated workforce network with multiple entry points for residents to access workforce and supportive services. This role includes managing and supporting Mobile Career Navigators (MCNs) and Access Point Analyst, overseeing the administration and contractual management of the Unite Us platform, and collaborating with division leaders to support strategic planning for the Baltimore Workforce Development Board (BWDB). Bilingual candidates are strongly preferred, with an emphasis on Spanish to effectively support our diverse community.
ESSENTIAL FUNCTIONS
  • Oversee the implementation and use of the integrated system (Unite Us platform).
  • Identify, implement, and evaluate tools, forms, processes, data-sharing agreements, and policies to align and standardize workforce services across the citywide workforce system.
  • Collaborate in the leadership of the efforts to align the WIOA partners with the vision of a Coordinated Workforce System.
  • Provide reports to the Baltimore Workforce Development Board on integrated systems usage and service outcomes.
  • Supervise the Access Points Analyst responsible for monitoring usage, analyzing data, and reporting performance outcomes.
  • Co-lead demos and presentations with Unite Us Outreach and Engagement Managers to onboard local partners and workforce agencies, building and enhancing a citywide network.
  • Provide strategic input and support for BWDB committee meetings and quarterly board meetings.
  • Lead and manage Mobile Career Navigators (MCN) team to deliver workforce services in the community.
  • Maintain optimal service delivery and guide training for the MCN Program.
  • Identify and creates program tools, forms, marketing strategies to promote program and services.
  • Collaborate with the Department of Planning to implement the Mayor’s Baltimore Clean Corps project to provide career navigation services to program participants
  • Ensure Mobile Career Navigators (MCNs) are actively engaged and immersed in the community, while hiring, training, and assigning them to partners, projects, and initiatives.
  • Implement strategies for a coordinated workforce system, ensuring alignment with goals to enhance workforce accessibility and impact.
  • Provide recommendations and technical assistance to Team Leads.
  • Collaborate with internal and external project team leads, agency partners, and Local Workforce Boards to leverage resources and achieve shared workforce system goals.
  • Provide input, support, and coordination for team projects and systems alignment with other divisions and the One-Stop Operator.
  • Assist Division Director in coordinating workforce development activities as needed.

EDUCATION AND EXPERIENCE REQUIREMENTS
  • Master's Degree in Workforce Development, Public Administration, or a related field.
  • At least 5 years of experience in workforce development or a related field, with a focus on system implementation and managing workforce services.
  • Experience providing support to advisory councils or boards, including preparing materials, reporting, and facilitating discussions.
  • Previous management experience overseeing a team of at least 5 staff members, with a focus on performance outcomes and staff development.
  • Proven experience with resource management databases or similar platforms, with the ability to manage data sharing, reporting, and performance metrics.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong collaborative skills, with experience working across multiple partners and stakeholders in workforce development and community services.
  • Excellent communication skills, both written and verbal, with experience in presenting to diverse audiences and facilitating discussions.
  • Public speaking and presentation skills, with experience in leading demos, presentations, and training sessions for diverse audiences, including community partners and stakeholders.
