I. CLASS DEFINITION
An Accounting Systems Analyst analyzes a variety of accounting systems. The work of this class involves no supervisory responsibilities.
Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical exertion.

Analyzes, develops, installs and audits accounting systems and procedures and recommends improvements to systems in accordance with accepted accounting methods.
Reviews and analyzes internal accounting systems and procedures as they relate to and affect City accounting operations and controls and audits financial and accounting records and forms with auditors in the Department of Audits and outside independent auditors to verify departmental accounts and to ensure compliance with departmental and City accounting and fiscal standards.
Evaluates findings in terms of cost, manpower, equipment and machinery.
Writes reports and presents oral recommendations in support of recommendations.
Implements accounting systems and procedural changes and instructs others in the use of new procedures.
Reviews fiscal forms and reports for submission to the Federal and State governments for verification and proper documentation.
Develops and designs new fiscal and accounting forms and reporting procedures to provide improved methods of obtaining Federal and State funds.
Conducts studies of equipment and supply inventory systems and cash handling and recommends improvements.
Analyzes City Auditor's reports of audits of departmental accounting systems and procedures and implements their accounting and fiscal recommendations.
May prepare written instructions to be included in Citywide accounting manual.
Performs related work as required.

Knowledge of accounting principles and techniques.
Knowledge of the principles and procedures used in the maintenance, development and implementation of accounting systems, methods and procedures.
Knowledge of methods and procedures analysis, data processing and records and forms management as they apply to accounting.
Knowledge of auditing procedures and techniques.
Ability to perform accounting systems analysis.
Ability to resolve accounting problems and to give technical accounting advice and assistance.
Ability to establish and maintain effective working relationships with work associates and City agency representatives.
Ability to present clear, concise oral and written reports of findings and recommendations.
v Minimum Education And Experience Requirements
Requirements - A bachelor's degree in accounting from an accredited college or university and five years of experience in performing accounting work.
Equivalencies - Equivalent combination of education and experience including 30 credits in accounting and business law and 6 additional credits in statistics or data processing. Two years of experience
performing accounting systems analysis work may be substituted for the five years of experience in performing accounting work.
