SUMMARY OF POSITION :
Operations Director II is among the highest managerial levels in Baltimore City Government. Employees are responsible for directing programs that have a broad scope and major impact on agency missions and operations. Employees directly supervise Operational Managers and indirectly supervise technical, professional and/or administrative staff.
Positions in the Operations Director series are differentiated based on the following factors: analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.
ESSENTIAL FUNCTIONS:

A master’s degree in business administration, Public Administration, Management, Law, or related field from an accredited college or university plus 15 years of experience providing leadership as a Chief-of-Staff, senior policy advisor, operations manager, or technical SME in an agency or equivalent including 7 years of experience managing heterogeneous functions through subordinate managerial staff is required.

- Executive oversight to 4 senior managers directly and a large staff (indirectly. Functions are City/agency-wide, e.g., Finance, Purchasing, Budget, Human Resources, Subject Matter Expert)
- Executive managerial direction (broad status updates) typically from an Agency Director/Deputy or equivalent.
