BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
Summary Of Position
A Council Technician provides professional level administrative and legislative support for a member of the Baltimore City Council. Work of this class may involve assigning and reviewing the work of support personnel and volunteers but does not involve full supervisory duties or responsibilities.
Incumbents receive general supervision from a Council Member. Employees in this class work a schedule that regularly includes evening and weekend hours for council committee and community meetings. Work is performed in an office where normal working conditions are encountered. Work of this class requires minimal physical exertion.

Bachelor’s degree from an accredited college or university and three years of experience in public or business administration, legislative work, community activism or program coordination and administration.

- Acts as a liaison for a council member with other council members, constituents, city agency personnel and government officials.
- Assists Council Member with legislative functions including research on issues pertaining to council bills and resolutions, state and federal legislation; and drafts legislative proposals and reviews agenda items.
- Researches, investigates and resolves constituent issues and complaints concerning topics of interest to the community and municipal services within the council district.
- Drafts written material for the Council Member including correspondence, press releases, speeches, newsletters, website content and a variety of narrative reports and position statements.
- Represents Council Member at community, board and committee meetings, hearings and related activities with constituents, government representatives and business groups; speaks as designated representative; answers inquiries and supplies information; follows-up on action items.
- May assign and review the work of other support staff; develops, assigns priorities and oversees special community and council office projects for interns and volunteers.
- May maintain constituent databases and other computerized records; may maintain, update and prepare content for websites and newsletters and other communication from the Council Member to the public.
- Researches, drafts and recommends policy, procedural and administrative changes to Council Member.
- Participates in budgetary hearings; may maintain council office budget and expense accounts.
- Performs related work as required.
