BACKGROUND CHECK

Summary Of Position
The Office of the City Council President’s Finance and Budget Professional Staff delivers the City Council President’s budget and finance legislative and oversight agenda under the guidance of the Director of Budget and Finance. All work is executed in accordance with the City Council President’s Mission, Vision and Values.
Essential Functions
Requirements – A bachelor’s degree from an accredited college or university in public policy, accounting, business, economics, finance, municipal government, or a related field with at least two (2) to four (4) years of experience in the collection, analysis, and evaluation of fiscal analysis of government agency programs, operations, processes, policies, or procedures.
Preferred Requirements – A master’s degree in finance, Business Administration, Economics, Public Policy and/or Public Administration, or similar degree coupled with at least two (2) years of public sector financial experience.
Equivalencies - Equivalent combination of education and experience.

The Office of the City Council President’s Finance and Budget Professional Staff delivers the City Council President’s budget and finance legislative and oversight agenda under the guidance of the Director of Budget and Finance. All work is executed in accordance with the City Council President’s Mission, Vision and Values.
Essential Functions
- Executes or manages all activity related to the Budget and Appropriations Committee (BAC) for the City Council President including policy development, research, analysis, memos, convenings, interviews, question lines, member and staff preparation, scheduling, tracking, and follow up.
- Manage or executive hearing development associated with financial and budgetary matters in any of the City Council’s standing committees.
- Execute the City Council President’s finance and budget strategy.
- Execute or manage all activity related to the Council President’s role as Chair of the Board of Estimates and engagement with the Comptroller’s office.
- Develop, introduce, and pass finance, budget and related legislation.
- Review, study, analyze and make recommendations on the annual City budget.
- Author reports and memos on City budgets, fiscal policies and procedures, revenue and expenditure estimates, appropriations to City agencies, and the fiscal relationship of the City government with State, Federal, County and other governments and organizations.
- Plan and execute professional development opportunities for members and staff.
- Build relationships with internal and external stakeholders to effectively deliver on the position’s responsibilities.
