Summary Of Position
The Fiscal Administrative Coordinator in the Comptroller’s Office, Fiscal Division of the Mayor’s Office of Employment Development (MOED), supports fiscal operations, procurement, and administrative activities. The role serves as a liaison for senior leadership, ensuring budget development, spending monitoring, and financial reporting.
Essential Functions
Key responsibilities include:
EDUCATION: Have an associate’s degree from an accredited college or university.
AND
EXPERIENCE: Have one year of experience in processing and expediting the purchase of commodities or services.
OR
EQUIVALENCY NOTES: Have an equivalent combination of education and experience.

The role serves as a liaison for senior leadership, ensuring budget development, spending monitoring, and financial reporting.
Essential Functions
Key responsibilities include:
- Fiscal Operations & Reporting: Managing cost pools, monitoring budgets, preparing reports, reconciling payroll, and maintaining financial records.
- Purchasing Operations & Management: Processing procurement transactions, coordinating with vendors, obtaining bids, and tracking orders through various payment authorization processes.
- Supervision & Compliance: Overseeing procurement-related operations, ensuring documentation compliance, and maintaining order request records.
- Liaison for senior leadership and management team for cost pool cost centers, budget development, and budget spending monitoring.
- Monitors General Fund MOED Administration budget account, makes necessary adjustments and notifies agency personnel of availability of funds and funding limits for purchasing commodities and services.
- Collects and complies with actual Cost Pools and MOED Administration transactional data; prepares reports and reviews budget spending performance for stakeholders.
- Researches, attends and participants in city’s Workday Collaboration meetings and grant sponsor’s Workforce training sessions to explore best financial practices
- Reconcile and maintain payroll, spending reports, ledgers files and prepare journal entries.
- Manage, compile, and track necessary agency orders to process forms and specifications for procurement transactions for the agency through all types of payment authorization processes allowed by the City of Baltimore Bureau of Procurement and BOE guidelines, including but not limited to Workday, Amazon, Direct Supplier Invoice, Credit cards, and the agency internal requisition processes.
- Contact vendors to obtain and verify shipment of goods on a specific date and to ensure receipt of all partial shipments when an order is not shipped in one lot
- Obtains bid proposals from vendors and recommends the purchase of commodities and services; correct requisitions using actual bid pricing from estimates.
- Responds to inquiries regarding purchasing transactions from agency personnel
- Complete Order Requests and Keep track and update all internal order requests using One Drive shared Directory
- Must ensure all order requests have supporting documentation.
- Ability to process order requests using Workday. Direct Supplier Invoicing, Contract Draw, Pouch out, and Blanket
- Ability to process order requests through Amazon and Procurement Credit Card holders.
- Responds to inquiries regarding purchasing transactions from agency personnel
- Must be able to interact with MOED Warehouse Facilities and AP Specialist to collect Property Receiving Reports (PRR) and to send delivery confirmation.
- File all documents in cabinets for record-keeping
