BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
Class Description
Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional to fill a critical role in the day-to-day operations of the Homeless Outreach Team. This position reports to the Operations Officer II (Homeless Outreach Coordinator) of the Outreach Team within MOHS.
A Homeless Community Outreach Worker promotes programs and resources to homeless individuals in the community and performs a variety of services to encourage these individuals to participate in programs that enable them to remain housed and stable. The work of this class involves no supervisory duties or responsibilities.
Incumbents receive close supervision from a superior. Employees work a conventional work week that includes evening hours and may require weekend work. Work is performed both in an office under normal working conditions and in neighborhoods where incumbents may be exposed to extremes of heat and cold.
ESSENTIAL FUNCTIONS:
EDUCATION: Have an associate’s degree from an accredited college or university.
AND
EXPERIENCE: Have five years of experience performing complex analytical support for an operational, technical, or administrative function is required.
EQUIVALENCY NOTES: Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATES:
Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE ARE NOT ACCEPTABLE.

ESSENTIAL FUNCTIONS:
- Actively working outdoors in all weather conditions, including extreme heat in the summer, freezing temperatures in the winter, and during inclement weather such as heavy rain, snow, and storms
- Ability to work non-standard hours including early mornings, evenings, weekends, and holidays. It is expected that the Homeless Outreach Worker is flexible and available for emergency situations that may arise outside of regular business hours.
- Visiting communities and canvassing neighborhoods.
- Acquainting clients with community resources and services pertaining to social, health, and other programs, while encouraging utilization
- Developing a rapport with homeless individuals through frequent community outreach visits and offering support
- Processing applications or registration forms for services; may complete client demographic logs and other statistical information
- Operating a city issued vehicle; completing daily vehicle inspection reports; vehicle cleaning; and demonstrating all required vehicle safety laws and conditions
- Maintaining computerized log of daily activities and completes reports and other documents as needed
- Researching community resources that benefit homeless individuals and enhance services provided by community programs
- Performs related work as required
