Summary Of Position
Baltimore City Fire and Police Employees’ Retirement System (BCFPERS) is seeking candidates for the position of Senior Investment Manager within its Administration department reporting directly to the Executive Director.
Essential Functions
EDUCATION: A bachelor’s degree from an accredited college or university in investment management, business administration, finance, economics, accounting, or related field.
AND
EXPERIENCE: Have five years of professional experience in institutional investment management, investment banking, treasury management, or investment consulting.
OR
(NOTES)EQUIVALENCIES: A Master’s degree from an accredited college or university in investment management, business administration, finance, economics, accounting, or related field and three years professional experience in institutional investment management, investment banking, treasury management, or investment consulting.
Qualifications
The successful candidate will have a record of demonstrable success and prior work experience, which may include roles in investment management, investment banking, management consulting and/or corporate strategy. Baltimore City Fire and Police Employees’ Retirement System (BCFPERS) is seeking candidates for the position of Senior Investment Manager within its Administration department reporting directly to the Executive Director.
Essential Functions
- Implement strategies and policies of the investment program to achieve optimal use of City retirement funds and analyzes economic conditions and investment markets to evaluate the effectiveness of the current asset allocation strategy
- Conduct due diligence on existing and prospective investment managers by (a) evaluating the team and its strategy, (b) analyzing its portfolio holdings and performance, (c) visiting with managers and portfolio companies across multiple industries and geographies, (d) conducting reference calls, and (e) debating investment-related merits and risks with colleagues
- Analyze the market environment to determine if investment changes are required, including the introduction of new products, termination of existing products, and changes to asset allocation assumptions and targets.
- Analyze economic conditions and investment markets and forecasts cash flow requirements of the City’s retirement plans.
- Identify, recommends, and defends investment strategies to maximize the investment return capabilities while managing the risk to the respective Retirement Plan.
- Develops, implements, and overseas investment risk management compliance programs for assigned retirement plans.
- Supervise Accounting Department comprising a staff of four which includes: Accounting Manager, Accountants and Operations Assistant
- Ensure Retirement Systems’ investment managers follow contractual investment policies and procedures.
- Work closely with the Executive Director and other senior investment team members in managing overall portfolio allocation and risk, with responsibilities around manager allocations across asset classes.
- Provide administrative and operational support on investment and financial issues for the Board of Trustees.
- Report to the Executive Director/Chief Investment Officer and Board of Trustees on the evaluation of investment managers, asset classes and specific products/services. Organize and write detailed investment recommendation summaries.
- Direct the preparation of the Comprehensive Annual Financial Report, and the annual portfolio rebalancing report which includes recommendations to the Board of Trustees.

- International and Domestic capital markets, including stock, bond, real estate, private equity, hedge funds and other investment vehicles.
- Global Investment Performance Standards (GIPS), Institutional Limited Partners Association (ILPA) Best Practices, and Chartered Financial Analyst (CFA) Code of Ethics and Standards of Professional Conduct
- Investment accounting procedures, general accounting policies and accounting treatments in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standard Board (GASB) pronouncements.
- Financial analysis, including asset allocation modeling, investment risk and return parameters, strategic and tactical investment strategies, and investment performance management
- Manage and evaluate large institutional pension portfolios
