EDUCATION ACCREDITATION:
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
CLASS DESCRIPTION:
A Utilities Installer and Repairer Supervisor I oversees and participates in the construction, installation, maintenance and repair of water mains, service pipes, fire hydrants, water meters, main extensions, sanitary house connections, manholes, wastewater pipes, mains, storm drains and related appurtenances of the water distribution and wastewater collection systems. Work of this class involves supervising utility maintenance, equipment operation and laboring personnel.
Incumbents receive moderate supervision from a technical superior. Employees in this class work a five-day workweek including evenings, weekends and holidays on a rotating basis, and are subject to 24-hour call-back on a rotating basis and as required for emergencies or held over until properly relieved or for emergencies. Work is performed outdoors where incumbents are exposed to inclement weather and traffic. Work requires strenuous physical exertion including frequent bending, stooping, crawling, reaching and pushing and pulling of heavy objects.

EXPERIENCE: Have three (3) years of experience in the construction, installation, maintenance and repair of a water distribution system or storm water and wastewater collection system including one (1) year of such lead responsibilities as assigning, reviewing and approving the work of others
OR
EQUIVALENCIES: N/A.
LICENSES, REGISTRATIONS AND CERTIFICATES:
Have a valid Maryland Class C Non-Commercial driver’s license or an equivalent driver’s license and eligible to obtain a Baltimore City driver’s permit. YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER’S LICENSE WITH APPLICATION AT TIME OF APPLYING. PROVISIONAL DRIVER’S LICENSE ARE NOT ACCEPTABLE.

- To apply within 30 days to obtain a temporary State of Maryland Wastewater Collection Class C2 or Water Distribution Class D1 Certifications as issued by the State of Maryland Board of Waterworks and Waste Systems Operators. Proof of temporary licenses must be submitted to the supervisor and Human Resources within six months of hire.
- To obtain and maintain Permanent State of Maryland Wastewater Collection Class C2 or Water Distribution Class D1 Certifications issued by the State of Maryland Board of Waterworks and Waste Systems Operators within three years from the date of hire/promotion.
- Failure to obtain or maintain certifications may result in demotion or termination of employment
- Knowledge of the tools, materials and equipment used in the construction, maintenance and repair of water mains, service pipes, water meters and related appurtenances of the water distribution system and of the storm water and wastewater systems.
- Knowledge of the methods, techniques, standards, tools and equipment used in street and highway maintenance and repair work.
- Knowledge of safety regulations with regard to utility maintenance and repair work.
- Ability to install, maintain and repair water mains, service pipes, water meters and related appurtenances of the water distribution system and of the storm water and wastewater systems.
- Ability to read and interpret plat drawings.
- Ability to train new employees.
- Ability to enforce utility maintenance and repair work related safety regulations.
- Ability to prepare reports accounting for production activity; performance evaluations documenting employees’ work performance; reports substantiating work performance problems; and reports accounting for work activity.
- Ability to direct the work of subordinate personnel.
- Ability to schedule work and meet changing priorities.
- Supervisory ability.
