Job Purpose / Summary

Under close supervision, performs a variety of duties associated with the setting up of utility billing accounts, providing customer service and collection of monies owed for City of Banning-provided municipal services.

Examples of Duties

Essential Functions

  • Accepts payments for utility services.
  • Reviews accounts.
  • Updates customer records.
  • Issues receipts.
  • Establishes new customer utility accounts.
  • Obtains and validates new customer information.
  • Requests, obtains, accounts for and handles account set-up deposits, letters of credit and related needs.
  • Creates accounts in automated and / or manual recording system.
  • Assists customers with filling out of forms and other required items.
  • Initiates and / or processes paperwork associated with connections for new services.
  • Monitors accounts for compliance to time-payment plans and payments.
  • As authorized, enters in to time payment agreements.
  • Monitors payments and payment history for compliance to established parameters.
  • As authorized, accepts and reviews requests for meter re-reads.
  • Receives and reviews re-read information.
  • As required, adjusts account information and readings.
  • Identifies and / or investigates unusual readings and / or other usage reports.
  • Forwards suspected theft of services or related concerns to supervisor.
  • As required, assists citizens with special needs and / or involved in special projects / programs.
  • Responds to inquiries and contacts made in person, by phone, mail, e-mail and / or other contacts.
  • Prints out and prepares utility service bills for mailing.
  • Updates and maintains a variety of financial, service usage, statistical and other files and records.
  • Performs other duties as assigned or required.
  • Knowledge of :

  • City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
  • City organization, operations, policies and procedures.
  • Basic principles of bookkeeping and / or accounting.
  • Basic principles of file and records management.
  • Principles of customer service and assistance.
  • Ability to :

  • Read, understand, interpret and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
  • Assess and prioritize multiple tasks, projects and / or demands.
  • Work within deadlines to complete projects and assignments.
  • Establish and maintaining effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning.
  • Operate a personal computer utilizing a variety of software applications.
  • Typical Qualifications

    MINIMUM QUALIFICATIONS :

  • A high school diploma or GED
  • One (1) year of clerical, secretarial, clerical accounting, customer service, or closely related experience.
  • PREFERRED QUALIFICATIONS :

    Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level in the work environment is usually moderately loud. Occasional attendance at meetings before or after regular work hours is required.

    While performing the duties of this job, the employee is frequently required to walk, sit, talk, and hear. The employee is occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee is occasionally required to climb, balance, stoop, kneel, crouch, or crawl.

    The employee may be required to lift and / or carry heavy, bulky supplies, materials, equipment and / or items weighing up to twenty (20) pounds. The employee may be occasionally required to work outside the traditional work schedule. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus

    RETIREMENT : New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 7% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.

    AGENCY SHOP / DUES DEDUCTIONS : Employees may choose to join IBEW (International Brotherhood of Electrical Workers) and pay their service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of IBEW.

    CITY PAID BENEFITS : City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees also provides cafeteria benefit money to use for dental, vision, life, disability insurance, and a 457 plan. City reimburses employee a maximum of $250 for eyewear every fiscal year. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.

    DISABILITY INSURANCE : Employees pay for a short / long term disability plan with a 7-day elimination period.

    HOLIDAYS / VACATION / SICK / BEREAVEMENT LEAVE : City employees receive thirteen (13) paid holidays, plus one (1) floating holiday per year. After completion of probation period : Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Up to five (5) working days of bereavement leave for immediate family members.

    COMPUTER LOAN PROGRAM : Interest free loan program for the purchase of a computer available, after completion of probationary period.

    DIRECT DEPOSIT : The City has a mandatory policy for all employees of direct deposit of payroll checks.
