What are the responsibilities and job description for the Development Services Technician position at City of Bastrop (TX)?
Under the direction of the Director of Development Services, provides customer service support for the functions of the Development Services Department. Employees in this class are capable of responding to non-routine inquiries and issues concerning platting, permitting, zoning, inspections, maps, contractor registrations, applications, and City development and construction codes. Incumbent exercises considerable discretion in communicating with City personnel and the public in person, through correspondence, and via telephone. Performs related work as required.
PRIMARY ESSENTIAL JOB FUNCTIONS and RESPONSIBILITIES

Essential duties and responsibilities may include, but are not limited to, the following:
- Provides assistance to the public for permits, inspections, applications, and other general inquiries.
- Provides excellent customer service to walk-in customers and on the telephone.
- Maintains files.
- Updates daily inspection and permitting reports
- Calculates and issues permits for contractors, plumbers, electricians, HVAC and miscellaneous entities.
- Maintains an accurate database of insured and registered contractors and trades companies.
- Receives plans, applications, and plats for subdivisions and construction within the City; maintains all related files.
- Supports other City departments (i.e. City Manager, Public Works) concerning development services related issues.
- Assists general public with geographic questions in person and on the telephone.
- Provides administrative support to the Department, composing correspondence, responding to incoming telephone calls, preparing monthly reports, processing mail.
- Schedules and verifies inspections, stop work orders, warning notices, and inputs owner/contractor data into the department’s computer system.
- Performs special projects as directed by the Director of Development Services.
- Assists with City website materials, publications, and edits.
- Assists with printing and producing mailouts.
- Assists customers with general site plan and planning related questions.
- Performs over the counter review of identified project types.
OTHER DUTIES:
- Regular and consistent attendance for the assigned work hours is essential. Leave scheduled should be managed so as to not interfere with ability to accomplish tasks, including special projects and assignments with deadlines.
- Required to work hours other than regularly scheduled including any overtime as deemed necessary.
MINIMUM QUALIFICATIONS
Required Knowledge, Skills, & Abilities:
- Thorough knowledge of filing and records maintenance, both hard copy and computerized.
- Thorough knowledge of modern office practices and procedures.
- Skill in standard office software.
- Skill in both written and oral communications for effective expression of concepts.
- Ability to exercise discretion in matters of a sensitive and/or confidential nature.
- Ability to apply analytical and interpretive skills to problem solving.
- Ability to exercise sound judgement and make independent decisions in accordance with established policies and procedures.
- Ability to establish and maintain effective working relationships with supervisor, support staff, and other departments/agencies the position interacts with.
- Ability to analyze, organize and review work for efficient results and accuracy.
- Ability to exercise consistent tact and courtesy in frequent public contact.
- Ability to add, subtract, multiply and divide; calculate decimals and percentages.
Education, Training and Licenses/Certifications:
- Three (3) to five (5) years of progressively responsible administrative support experience that demonstrates the ability to deal effectively and courteously with the public, working knowledge of municipal code issues, zoning subdivision regulations, and/or related fields; or an equivalent combination of education, training, and experience.
- Valid Texas Class C Driver’s License with an acceptable driving record to be maintained throughout employment.
- Bilingual (English and Spanish) is preferred but not required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
- Some tasks are essentially sedentary with occasional walking, bending, light lifting or other restricted physical activities.
- Tasks are regularly performed without exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes)
- Tasks require visual perception and discrimination.
- Tasks require oral communication.
Position will remain open until filled. Employment is contingent on passing post-offer, pre-employment drug testing and criminal background investigation.
