Description

The City of Battle Creek is looking for a qualified individual to manage our Verona Water Treatment and Pumping station. This will involve work supervising, planning, and coordinating the operation, maintenance, and improvements of a Water Production Facility. This includes maintaining water quality parameters, sampling and reporting as required by the State of Michigan's Safe Drinking Water Act (SDWA) and the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Work is performed under the limited supervision of the Utility Administrator. Continuous supervision is exercised over all personnel within the six member team. Working hours for this position are currently Monday - Friday 6 : 30 am-3 : 00 pm, which can be adjusted minimally. This position is also available for minimal on call opportunities of paid overtime which is usually assisting operators over telephone.

The Chief Operator position at the Verona Water Treatment and Pumping station is often engaged with vendors for the requisition of water treatment products and with contractors making improvements at the facility. This position also works closely with DPW Staff in maintaining the current asset management plan for the Verona Water Treatment and Pumping station. Further coordination is done with Mechanical Repairmen associated with the Waste Water Treatment Plant.

Currently, BCSA members are required to contribute 5% of their gross earnings towards their MERS benefit. Additionally, the City recognizes 13 paid holidays and provides an additional 8 hours of PTO each year for a birthday holiday.

Examples of Duties

  • Scheduling of operator staffing to cover 24 / 7 shifts and 365 day operations.
  • Supervise and direct the activities and personnel engaged in one or more activities related to water treatment, storage and pump station operation and maintenance; train employees in equipment use, treatment processes and work operations. Plan, coordinate, assign and maintain work schedules, using maintenance management software, time and job tickets for assigned staff; review and approve employee time entries. Inspect work areas to ensure that proper safety precautions are observed, including equipment, personnel and work processes in various work operations. Analyze and resolve work problems, or assists workers in solving work problems and grievances. Confer with workers representatives to resolve grievances as needed. Make personnel recommendations for action such as promotions, transfers, discharges and disciplinary measures.
  • Study production schedules and estimate man-hour requirements for completion of job assignments. Make regular inspections of work processes to insure completion and maintenance of established schedules. Confer with other Supervisors / Foremen to coordinate activities of individual departments. Interpret specifications, blueprints, operation & maintenance manuals, and job work orders and assign duties to workers.
  • Establish / adjust work procedures to meet regulations, using knowledge of machine capacities, equipment, and personnel; recommend methods to improve equipment performance, working conditions and use of equipment in order to increase the efficiency of water production, treatment operations and maintenance.
  • Assist in the preparation of and overseeing the spending of funds from the departmental budget. Maintain time and production records and assist in preparing budget estimates.
  • Prepare correspondence, reports, cost analyses and other reports and records as required. Maintain compliance with State and Federal regulations for the treatment of safe drinking water. Answer citizens' questions pertaining to water treatment processes and water quality.
  • Review water analysis, schedule repair, and direct staff in checking wells, booster stations and tanks.
  • Regular use of Microsoft Office software to generate reports.

    Typical Qualifications

  • High school diploma or GED. Associates degree in Water Technology or related field preferred.
  • 6 years of experience in the operation, maintenance, and repair of water treatment facilities, water pumping stations and other equipment, including 2 years in a supervisory capacity.
  • Special Requirements :

  • Must either (1) possess a State of Michigan Waterworks System Operator certification, D-1 Classification, it's equivalent or greater certification; or (2) be eligible to sit for the State of Michigan Waterworks System Operator certification, D-1 Classification within 18 months of hire.
  • Valid driver's license in the State of Michigan.
