The GIS Professional will be responsible for the creation, design, implementation, coordination, and ongoing maintenance of the City’s Enterprise Geographic Information Systems (GIS) program. This role requires an individual with a deep understanding of GIS principles, system integration, data management, and the ability to design solutions to meet the city’s spatial data needs. The GIS Professional will work across departments, providing GIS solutions that support community development and planning, public works, environmental initiatives, emergency response, and other municipal services.
- Develop and implement a strategic and operational GIS plan aligned with the city's goals and objectives.
- Establish and maintain GIS standards, procedures, and best practices.
- Manage the city's GIS budget and resources.
- Provide technical leadership and guidance on GIS matters.
- Maintain and update GIS software and hardware, ensuring the system remains current and functional.
- Provide technical support and troubleshooting for end-users across various departments.
- Coordinate with external vendors for software updates, training, and support.
- Develop, manage, and maintain GIS data, including spatial data layers, geodatabases, attribute data, and metadata.
- Perform data acquisition and integration, and ensure data accuracy, integrity, and security through regular quality control procedures.
- Perform spatial analysis, data modeling, and reporting to support city initiatives and projects.
- Develop and implement data maintenance procedures.
- Develop and implement GIS applications to support various city departments and functions, including integration of GIS and existing city software.
- Create and maintain web-based mapping applications and services.
- Configure and manage GIS software and hardware.
- Implement and maintain mobile GIS applications.
- Perform spatial analysis to support planning, engineering, and other city projects.
- Create and produce high-quality maps and reports.
- Provide GIS support for emergency management and disaster response as necessary.
- Partner with other entities to share GIS datasets including parcel, address, and street data and integrate them into city spatial datasets.
- Provide GIS training and support to city staff.
- Respond to GIS inquiries and requests from the public.
- Act as the main point of contact for all GIS related issues.
- Develop and maintain GIS documentation and user manuals.
- Prepare technical reports, maps, and other materials for decision-makers and the public.
- Ensure compliance with federal, state, and local regulations regarding data sharing, privacy, and security.
- Timely and regular attendance.
- Maintain, disclose and destroy public records in accordance with the requirements of the WA Public Records Act and WA State Archives records retention guidelines.
- Follow/adhere to all city policies and procedures, and safety program regulations and requirements.
- Performs other duties and responsibilities as assigned.
Qualifications
Knowledge of:
- ESRI ArcGIS software suite (ArcGIS Pro, ArcGIS Online, etc.).
- PC based software including (but not limited to), the suite of Microsoft Office products.
- Strong understanding of geodatabase design and management.
- Web mapping technologies and spatial analysis techniques.
- Cartographic principles.
- Programming languages for GIS (Python, JavaScript, or others).
Ability to:
- Collaborate with other city departments, external agencies, and stakeholders.
- Communicate GIS information effectively to technical and non-technical audiences.
- Stay current with GIS technology and industry trends.
- Work independently, handle multiple tasks simultaneously, meet deadlines and effectively deal with stressful situations and working conditions.

- Bachelor's degree in Geography, GIS, Computer Science, or a related field
- Minimum of 10 years of experience working with GIS systems, including system administration, data management, and spatial analysis
- Previous experience in local/state government is preferred
Licenses, Certificates and Other Requirements:
- GIS Professional (GISP) certification
- Additional certifications in related fields are a plus (e.g., ESRI Technical Certification)
- Possession of a valid driver’s license
- Must successfully pass all phases of the pre-employment hiring process, including but not limited to, reference checks and a criminal background check

Work is primarily performed in an indoor office setting with extended periods at a computer, which is frequently interrupted with phone calls. Visual acuity to read computer screens. Physical effort is needed to move, lift and carry office equipment, supplies, and materials. Office duties involve using a personal computer and operating copiers, large-format printers and other standard office equipment. The position may require travel to attend training or meetings at other city facilities and occasionally to areas outside the city.
Salary : $101,527 - $129,170
