Essential Job Functions:  Reviews and develops rules, regulations, policies and procedures relating to the operation of the 911 Operations Center; directs, instructs, schedules, reviews and evaluates the work activities of subordinate personnel; reviews and updates communications procedures and training; participates in the hiring process for potential employees (reviews resumes, interviews, etc.); prepares statistical, financial and other reports as directed by the 911 Center Manager; keeps current with all changes to laws, policies and procedures relating to TLETS/NLETS and interprets those changes for all personnel; anticipates problems on shifts, providing solutions as necessary; disseminates information regarding City related activities to subordinate personnel; participates in any disciplinary process, including any review of Supervisor’s reports and determination of appropriate discipline; counsels and disciplines subordinate employees as mandated by policies; reviews performance of subordinate personnel; directly supervises 911 Shift Supervisors; coordinates training of new hires, through the 911 Center Training/QA Supervisor; works closely with the 911 Center Training/QA Supervisor to maintain up to date policies for training purposes; investigates complaints regarding the Center and its personnel; advises the 911 Center Manager of any problems; formulates courses of action to address problems; prepares work schedules for all subordinate personnel in the Center; establishes and maintains a positive, pleasant, safe and effective work environment; maintains a working knowledge of telecommunications and computer technology and its effect on related applications in use by the Center; coordinates with Police, Fire and EMS in developing Standard Operating Procedures (SOP’s), training manuals and/or procedures for dispatching operations; works with Police, Fire and EMS to resolve any operational issues; ensures that all subordinate personnel comply with all local, state and federal regulations; prepares updates for support resources such as street locations, jurisdictional boundaries, NCIC/TCIC operating manuals; works closely with Technology Services for technical aspects of day to day requirements of the Center; serves as the secondary Terminal agency Coordinator and serves as the liaison during audits; Acts as the 911 Center Manager in his/her absence; attends any meetings to represent the Communications Center for operational issues; generally conducts day to day management of the Center.

THIS POSITION IS CONSIDERED ESSENTIAL DURING EMERGENCY SITUATIONS. Works indoors in a highly stressful environment; exposed to constant noise of two-way radio communications equipment; verbal abuse, often hostile public; exposed to dust, cold due to air conditioning; must be available to work any shift assigned on any day, including week-ends and holidays; must be available to work extended hours when needed; may be required to work shift work; must be dependable and prompt in getting to work; required to work in the event of a mandatory evacuation.

Knowledge:  [Management] Principles and processes involved in organizational planning, coordination and execution including strategic planning, resource allocation, manpower modeling, leadership techniques and production methods; [Supervision] - Personnel motivation, interviewing, oversight, discipline; [Public Safety Dispatch] - Policies, procedures, techniques, laws and guidelines related to public safety dispatch, including Texas penal codes and safety procedures; 911 ANI/ALI equipment, two-way radio, TDD, CAD, mapping; [Education and Training] - Instructional methods and training techniques, learning theory, group and individual teaching techniques, design of individual development plan; [Customer Service Management] - Principles and process for providing customer and personal services including needs assessment techniques, quality service standards, customer satisfaction evaluation techniques; [Office Software] - Current work processing, presentation, spreadsheet and database programs used.


Skills/Abilities: Must have professional verbal and written communications skills; must be organized and detail-oriented; enjoys working in a fast-paced, high energy environment; ability to exercise sound judgment in evaluating situations and in making decisions; ability to follow standard operating procedures; ability to work independently and as a  team; ability to meet project deadlines; ability to deal with citizens and various problems and from different backgrounds; ability to deal effectively with subordinates; ability to coordinate with Public Safety agencies; ability to build and manage a highly effective team. 


Physical Requirements: Constantly sees and hears; must be able to differentiate colors and see small objects as close range; Frequently climbs, drives, twists body, reads, squats, crouches, crawls, writes by hand, speaks, stands, walks, sits, stoops, uses physical dexterity, bends, lifts, carries objects weighing up to 25 lbs., pushes objects weighing up to 70 lbs., moves objects weighing up to 55 lbs., specific vision abilities required by this job include close vision, distance vision and color vision.


Education/Experience: Must possess a high school diploma or equivalent; bachelor’s degree with major course work in Public Administration, Business Administration or a closely related field preferred; five (5) years’ experience as a supervisor, preferably in Public Safety dispatching or three (3) years’ experience with a Bachelor’s degree preferred.

THIS POSITION IS CONSIDERED ESSENTIAL DURING EMERGENCY SITUATIONS.  Basic Telecommunication Certificate from a school sponsored by Texas DPS TLETS/NLETS Operation School and Certification.  Must possess a valid Class C driver’s license with a good driving record.  Other state valid Driver’s License equivalent to Texas Class C with a good driving record will be considered.  Texas state law requires within 30 days of residency, you must possess a valid Texas driver’s license.  Applicant selected for hire will be subject to polygraph, criminal history background check and drug/alcohol screen test.
