Plan Reviewer (Associate in Engineering)

The Site Development Division of Beaverton's Community Development Department is looking for a detail-oriented Plan Reviewer. This role involves reviewing engineering plans and permits for private development to ensure they comply with technical standards, city regulations, and state laws.


This position offers exciting opportunities to collaborate with various multidisciplinary teams: the Planning Division on land use permits, the Building Division on building permits, and the Public Works Department on capital improvement projects.


The City of Beaverton has recently approved the Cooper Mountain Community and Utility Plans, setting the stage for a 1,200-acre expansion area that will bring 5,000 new homes, more than 10,000 residents, parks, commercial areas, trees, and protected natural resources. The Plan Reviewer will play a key role in reviewing and issuing permits for developments within this new expansion area, contributing to the city's growth while promoting sustainable development practices.


This is a full-time, non exempt, SEIU classified position. There is one vacancy.

Plan and permit review

  • Coordinate with the Public Works Engineering Division to provide technical and engineering feasibility reviews for public infrastructure improvements and technical engineering reports related to land use and site development construction permits.
  • Prepare technical conditions of approval for land use applications and recommend approval for site development permits and revisions. 


Stakeholder coordination

  • Collaborate with developers, engineers, contractors, and other stakeholders to address technical, engineering, and compliance issues during project planning and permitting.
  • Facilitate pre-design, pre-construction, and other site development meetings to ensure a smooth process. 


Cost estimates and security reviews

  • Review construction cost estimates for site development projects to ensure they align with plans and reflect current market pricing.
  • Ensure permit fees, System Development Charges (SDCs), and performance securities are correctly calculated and reviewed. 


Plat and legal review

  • Coordinate with the Planning, Legal, and Survey teams to ensure plat reviews and approvals meet all requirements. 
  • Coordinate with the City Attorney’s Office and City Surveyor to review and approve easements, rights-of-way dedications, and maintenance agreements


Field investigations and inspections

  • Conduct and coordinate field investigations to validate site conditions before and during construction. 
  • Collaborate with the Site Development inspection section to conduct inspections of public infrastructure improvements. 


System utilization and development

  • Use software tools including BlueBeam and the Beaverton Electronic Permitting System to process, issue, and track permits. 
  • Help develop, test, and maintain electronic permitting systems to enhance efficiency and transparency. 


Additional responsibilities

  • Train and provide quality assurance for colleagues on plan reviews, permitting processes, and electronic systems.
  • Coordinate with other agencies to ensure compliance with regional and state standards. These include Clean Water Services, Washington County, Tualatin Valley Water District,
  • Tualatin Valley Fire and Rescue, Oregon Department of Transportation, and the Oregon Department of Environmental Quality.  
  • Contribute to promoting organizational values, including diversity, equity, inclusion, and belonging; support a culture of accountability within the organization and actively promote the value of respect in a multicultural society. 
  • Additional duties are outlined in the Associate in Engineering class specification.

Minimum qualifications:

  • Bachelor’s degree in civil engineering or a closely related field from an ABET-accredited engineering program. 
  • EIT certification from the National Council of Examiners for Engineering and Surveying (or ability to acquire certification within 6 months of hire). 
  • Ability to pass reference checks and satisfy the requirements of a background check and education verification.

Wage range: $36.82 - $48.62 hourly

Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
