SUMMARY

Under the direction of the Director of Public Works, performs complex engineering duties and directs and coordinates the operation of the Engineering division.  Manages Capital Improvement Programs (CIP) and private development projects from conceptual stage to construction and final acceptance of the public infrastructure.  This position requires thorough knowledge of all phases of engineering and municipal government operations. Coordinates construction activities with other City departments, divisions and outside agencies including consultants, engineers, developers, and contractors; reviews project progress and quality of construction through final acceptance. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1.  Manages large-scale projects, involving multiple disciplines and design criteria, which includes: developing project scopes; managing the design, bidding, and construction phases of projects; participating in the selection of design consultants; reviewing plans; managing construction bidding processes; administering construction contracts; responding to technical project inquiries; managing project budgets; ensuring conformance with project timelines and fiscal constraints; authorizing payments to contractors; administering construction contracts; and/or, performing other related activities.. Manages construction in public rights-of-way.
  2. Manages the Engineering Division budget, assigns work activities, monitors workflow, implements mid-year adjustments, and evaluates work products, methods, equipment, materials, personnel, programs, projects, and procedures. Monitors project budgets, reviews, or prepares contract amendments, tracks budget expenses and payments, and makes recommendations for revisions where appropriate.
  3. Responsible for representing Public Works as a member of the Development Review Committee. Reviews private development plans, plats, zoning cases, and site plans for adequacy of easements, storm drainage, public and private utilities, traffic flow, drainage and other engineering related issues and provides comments on engineering compliance with local, state, and federal codes and ordinances. 
  4. Attends Development Review Committee meetings, Planning and Zoning Commission meetings, and City Council meetings, and participates in neighborhood and public meetings, as needed.
  5. Responsible for reviewing civil construction plans for private development and CIP projects for compliance with general engineering practices as well as local, state and federal codes and ordinances. Responsible for ensuring the city’s construction specifications, details and subdivision ordinance language are in accordance with industry standards.
  6. Responsible for the facilitation of pre-construction meetings for private developments and CIP projects to establish protocols and set expectations during construction, and oversees progress and quality of construction, interprets design intent, and facilitates solutions.
  7. Provide information, as requested, on existing and proposed infrastructure system (i.e., location, size and/or depth of existing and proposed water, sewer, and storm drain lines, street/thoroughfare alignment, and roadway width, etc.
  8. Responsible for the preparation of plans, specifications, and cost estimates for street, drainage, water distribution, sanitary sewer, traffic signage/signaling, and other public works projects and the negotiation and administration of professional services agreements for CIP projects.
  9. Coordinates and consults with outside sources as appropriate during project development such as Texas Department of Transportation, U.S. Army Corps of Engineers, FEMA, OSHA, NCTCOG, Tarrant County Community Block Grant, Franchise Utility Companies (Oncor, Atmos, Cable, etc.), and Trinity River Authority to obtain necessary permits.
  10. Responds to a broad range of requests for information, service, concerns, or complaints from citizens, businesses, government agencies, and/or other interested parties regarding a variety of engineering-related issues. Gathers and analyzes data in order to respond to complaints from citizens. Makes recommendations for solutions based on research findings.
  11. Serves as the Floodplain Administrator for the city. Responsible for coordination and performance of floodplain administration duties in accordance with the NFIP and local ordinances.
  12. Responsible for the maintenance of accurate sets of construction contract documents by recording all documentation, (contracts, change orders, as-built plans, and GIS information).
  13. Must be able to complete tasks and/or assignments in a timely fashion. Must be able to meet the deadlines when tasks and/or assignments are due.
  14. May perform other assignments and handle special projects as required.
  15. Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.

 

SUPERVISORY RESPONSIBILITIES

Directly supervises employees in the Engineering Division.  Is responsible for the overall direction, coordination, and evaluation of this division.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree (B.S.) from an ABET accredited four-year college or university in Civil Engineering or related field.   Four (4) years’ experience in Civil Engineering in reviewing, designing, planning, and directing engineering projects related to municipal and private development. 

 

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Texas Driver's License
  • Licensed Professional Engineer (P.E.) in the State of Texas as issued by the Texas State Board of Professional Engineer; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.
  • Certified Floodplain Manager (CFM) or ability to obtain within six (6) months of employment.
  • Must possess a valid Texas Driver’s License.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Civil engineering principles and practices as applied to municipal public works, including planning and development, design and construction, and operation and maintenance.
  • Applicable local, state, and Federal laws, rules, codes, regulations, requirements, City policies and procedures, and other governing documents.
  • Construction methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to a variety of public works projects.
  • Urban planning principles and land development including grading, drainage, street and utility design preferred.
  • Principles and practices of management and supervision, leadership, motivation, team building and conflict resolution, safety procedures, budget preparations and expenditure control.
  • Contract preparations and administration.
  • Design and construction of water, sewer mains, storm sewer, drainage and hydraulic modeling, streets, traffic flow/studies and floodplain management.

Skills in:

  • Reading, interpreting, analyzing, and applying the concepts and principles of engineering, as well as other relevant laws, rules, contracts, ordinances, regulations, and guidelines.
  • Leading negotiations;
  • Utilizing AutoCAD, ArcINFO and/or GIS software applications;
  • Planning, coordinating, and prioritizing a variety of engineering projects and supervising and participating in the preparation and management of plans, drawings, specifications, diagrams, and sketches pertaining to public works constructions and development projects.
  • Contract management;
  • CIP planning and management;
  • Managing, directing, coordinating, and evaluating the work of professional and technical personnel.
  • Preparing and presenting clear, concise, and competent reports, both orally and in writing.
  • Establishing and maintaining effective work relationships.

Ability to:

  • Read and understand engineering plans, subdivision plats, letting contracts and other engineering records such as technical materials, reports, and journals.
  • Manage and monitor work performance of projects including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Represent the city’s position by communicating effectively in oral and written format, with citizens, the city council, and staff.
  • Analyze complex technical and administrative problems and complaints, identify alternative solutions, project consequences of proposed action and implement recommendations in support of goals.
