Provides leadership and plans, directs, and coordinates the overall operations and activities of the department. Provides assistance to all City departments by hearing needs and translating those needs and wants into practical, efficient, and effective solutions. Work is performed under the administrative direction of the Assistant City Manager, but extensive leeway is granted for the exercise of independent judgment and initiative. The Director must establish and maintain effective working relationships with city administration, other employees, City Council, vendors, other government agencies and the general public. The Director also ensures efficient and effective access to information and related technology for all City offices and buildings.

Requirements

Minimum Required Qualifications (Education, Experience and Training) :

  • Bachelor's degree in information technology or related field; and
  • At least seven (7) years' experience in management of an information systems department, preferably in the public sector; and
  • A minimum of three (3) years successful supervisory experience; or
  • Any equivalent combination of knowledge, skills, and abilities necessary to perform the work may be considered.

Special Requirements / Licenses or Certificates :

  • Must possess a valid driver's license and have the ability to obtain a Montana driver's license within 60 days of employment.
  • Offers of employment are conditional upon satisfactory response to a driving record check, an extensive criminal background check, which includes a 10-point fingerprint card, social security trace, search of public databases for criminal, sexual and violent offender, NCIC / CJIN and local records checks, and a thorough reference check.
  • Job Description / Essential Duties :

    These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.

    Technology and Information Management

  • Assist City staff in developing and implementing plans to address technology needs, including evaluation of hardware and software and management of information relating to all functions of City government.
  • Sets up mobile devices such as Tablet PC's (iPad), SmartPhones (iPhone / Android), and remote / mobile Laptops. Maintain standards in their configuration, setup, security, and ongoing support.
  • Provides advanced network and desktop computer support by installing new or existing applications, loading operating systems and required applications onto desktop computers for new and current employees, performing upgrades and software patches as necessary, troubleshooting network, desktop computer and system problems and making necessary repairs.
  • Maintains software and hardware by troubleshooting, patching, and reloading software, researching, and upgrading software patches, planning projects involved in upgrades and maintenance, repairing, and replacing broken or defective mechanical and electrical hardware such as computers, peripherals, and cabling.
  • Documents, maintains, upgrades, or replaces PC hardware and software systems. Upgrades PC software as required.
  • Provides advanced help with desktop applications by working with customers in troubleshooting situations to help them achieve their goals.
  • Provides customer service by training computer users, instructing users on computer operating system applications, data management, email, graphics, and computer resource management.
  • Develop and implement City standards and specifications for hardware and software use.
  • Develop and implement a Citywide computer networking plan.
  • Develop and maintain operating systems that are resilient to security concerns.
  • Coordinate programming, application support and end-user support.
  • Manage, direct, and assign priorities to major projects to ensure attainment of City goals and objectives.
  • Oversee the installation, maintenance, purchase, and repair of all computer hardware and software throughout the City.
  • Assist with the implementation of staff development in the area of information management and technology; make presentations as needed.
  • Required to respond to emergency after-hour calls.
  • Ensures sound organization and administrative practices and policies are followed.
  • Attends City Council and other assigned meetings to assist in technology operations and may present items pertaining to city technology needs.
  • Position requires substantial contact with fellow workers, and other agencies in which the ability to perform duties is directly affected through communications and rapport established.
  • Develop and implement a disaster recovery plan.
  • Develop and coordinate a continuing evaluation of information and technology services and implement change based on the findings.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  • Keeps city management informed concerning work progress, including present and potential work problems and suggestions for addressing such problems.
  • Responds to employee questions and comments in a courteous and timely manner.
  • Coordinates and / or completes special projects or other related work as required or assigned by the city management.
  • Performs other related duties as assigned.
  • Policy, Report and Law

  • Implement the policies established by federal and state law and local policy in the area of information management and technology.
  • Compile, maintain and file all physical and computerized reports, records and other documents required.
  • Budget and Inventory

  • Administer the information services and technology budget and ensure that programs are cost-effective, and funds are managed wisely.
  • Compile budget and cost estimates based upon documented program needs.
  • Participate in contract negotiations for computer hardware, software, maintenance, and related services.
  • Coordinate the purchase and upkeep of all computer hardware, software, and supplies; initiate purchase orders and bids in accordance with budgetary limitations and City policies.
  • Recommend the disposal and replacement of obsolete equipment when necessary.
  • Personnel Management :

  • Maintains strong organizational, communication, and interpersonal skills with staff.
  • Develop training options and improvement plans to ensure exemplary operations in the department.
  • Evaluate job performance of employees to ensure effectiveness.
  • Recruit, train and supervise personnel and make sound recommendations related to personnel placement, transfer, retention and dismissal.
  • Performs personnel functions that include training, discipline, evaluation of performance, and related matters.
  • Ensures that personnel and resources are effectively utilized, and schedules are monitored for completion of responsibilities.
  • Attend professional growth activities to keep abreast of innovations in the department.
