The City of Bellevue is seeking a Business Systems Project Manager to lead projects that enhance and optimize the City's Utilities business systems and processes. This role is business-focused, ensuring that projects align with operational, financial, engineering, and customer service needs. The ideal candidate will have experience managing business-side projects in Utilities or a similar capacity, working with key partners across different City of Bellevue departments such as IT, Legal, Finance & Asset Management, as well as Utilities divisions such as Operations & Maintenance, Engineering, Resource Management and Customer Service.

Essential Duties and Responsibilities
Business Systems Project Management
- Lead business-side project management for department-level Utilities systems, including billing, asset management, work management, and customer engagement platforms.
- Oversee the procurement, implementation, and optimization of business systems, ensuring alignment with operational and regulatory requirements.
- Work with Operations & Maintenance, Engineering, Finance, and Customer Service teams to gather business requirements (including functional, non-functional and user experience), and ensure system functionality supports their workflows.
- Ownership of project scope, schedule, and budget for all Utilities-driven projects, and collaborating with IT project managers & developers for enterprise or IT-specific projects for successfully completion & delivery of projects.
- Conduct business process analysis to improve system usability and operational efficiency.

Flexible / Hybrid Working : A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).
Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
