This new position will lead Bellevue’s Business Transformation Program. As the lead for this high profile, highly complex program, the successful candidate will work at all levels of the organization to lead and drive the adoption of multiple critical enterprise systems. The ideal candidate should demonstrate strong business and change management leadership and have a demonstrated history of successful business technology project outcomes with advanced skills in technical project management, business process modernization, verbal and written communication, vendor relationship management, and relationship building with leadership and staff across multiple departments within an organization. 

In this role you will: 

  • Drive planning, execution and tracking of all Business Transformation program deliverables.
  • Manage other project/product managers, and vendors supporting the efforts of this program. 
  • Support and drive change management and process improvement in alignment with projects in this program. 
  • Assist with the development and administration of the program budget in collaboration with the project managers and project sponsors and serve as the organization's experienced resource within the program content area.
  • Coordinate the work of internal and external participants, stakeholders, and consultants or vendors to ensure successful completion of the program and projects. 
  • Responsible for managing the development of multiple projects that require collaboration and coordination with various work units.
  • Align multiple project teams, sponsors, vendors and implementors. 
  • Lead the overall program, assisting with program budget, resources and schedules to successful completion ensuring that projects meet scope, schedule, cost and quality requirements as determined in the program planning stages.
  • Identify resources needed and assign responsibilities, negotiate with other departments and/or units for resources if necessary.
  • Communicate with program steering team, project sponsors, project managers and stakeholders in all stages of the program through regular written and verbal communications to keep them updated on the progress of assigned projects, support and aware of next steps; alignment across the city, provide project updates in front of large groups, including Executive Management.
  • Collaborate with project managers across city departments to identify how this program will impact other projects and to leverage others' work.

Knowledge, Skills, Abilities, and Competencies

The Business Transformation Assistant Director works under the direct guidance of the Chief Information Officer, while partnering closely with all program Sponsors, and stakeholders inside and outside the City. Bellevue is looking for a systems thinker with an eye for continuous improvement, excellent communications skills and the ability to lead and drive ethical, sound financial, business and technical decisions. The successful candidate will have the following experience:

  • Demonstrated experience leading and successfully implementing complex business technology solutions. 
  • Demonstrated excellent written and verbal communication skills for a variety of audiences including executives. 
  • Build consensus and motivate people to act and participate.
  • Demonstrated ability to lead complex organizations through change.
  • Strong interpersonal skills and the ability to develop positive working relationships at all levels of the organization.
  • Skill to be self-aware, accept, act on, receive and provide constructive feedback.
  • Demonstrated skill in developing and maintaining project documentation, including writing project charters, schedules and implementation plans, resource plans, status reports and all other required project documentation.
  • Lead teams by providing direction, delegation and removing obstacles to get work done. 
  • Build strong customer relationships and delivery of customer-centric solutions. Anticipate and balance the needs of multiple stakeholders.
  • Ability to handle conflict situations effectively. 
  • Formulates a clear strategy and maps the aggressive steps that will accelerate the organization toward its strategic goals.
  • Expertise in leading and socializing large business change management projects.
  • Experience managing project and/or product managers. 

Minimum Qualifications

Bachelor's Degree in computer science, Business Management Information Systems or Similar Disciplines AND at least ten years progressively responsible related experience managing complex information technology services or business systems including experience managing ERP Programs and projects. At least three years in a lead role that required program management and collaboration across multiple divisions with stakeholders from varying organizational levels. Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
 
What additional skills and experience would be helpful in this job (desired qualifications):

  • Project Management Professional (PMP) Certification; 
  • Demonstrated experience managing programs and projects with cross-matrix or cross functional teams.
  • Systems engineering project management methodology.
  • Demonstrated experience leading Enterprise level information technology projects and communicating with executives.
  • Demonstrated acumen with enterprise change management.

Flexible/Hybrid Working:

The City is implementing a flexible/hybrid work policy that will allow staff to work remotely. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Once hired, employees must reside in the State of Washington.

Salary : $158,252 - $218,385
