This is a unique opportunity to help the city launch a brand-new Safe Routes to School Program through roadway design, project prioritization, and development of student-driven activities.

The ideal candidate is a graduate student and available to work at a minimum through the 2025-2026 school year (and beyond if still a student), part-time when school is in session (12-15 hours a week) and full-time (30-40 hours a week) during summer months and school breaks (if available). Candidates will have strong CAD, analysis, presentation, and verbal and written communication skills and be confident working independently and collaboratively. We encourage applicants with more than one year of school remaining to apply.Safe Routes to School – The city is launching a Safe Routes to School Program, which will include an infrastructure inventory and gap analysis in school areas. Your responsibility will largely entail assisting with this effort and other student engagement activities. Duties include but are not limited to:
- Assist with activities related to analyzing public input, field observations, and GIS data.
- Conduct field review and develop preliminary scope for identified roadway needs and gaps.
- Draft small-scale roadway design improvements such as shoulder lines (fog lines), intersection daylighting, school zone signage, shortened crossing lengths, bike boulevards, and others.
- Develop plans and help implement—as appropriate—student-led initiatives and staff-identified engagement activities, including traffic gardens, walking buses, or a K-12 education dashboard.
- Assist with the Bellevue SchoolPool program, including Walk to School/Bike to School Weeks.
Neighborhood Traffic Safety Program —NTSS regularly responds to various transportation-related safety concerns through analysis and reporting to the community. Duties include but are not limited to:
- Update ongoing speed and volume study data in city mapping software.
- Assist in the issuance of parking permits and facilitating the renewal of Residential Parking Zone (RPZs).
- Assist in the inventory and asset management of speed radar feedback signs.
- Support the NTSS group on projects and other work items that arise, as needed.
Knowledge, Skills, Abilities:
- Knowledge of roadway design principles and familiarity with the MUTCD.
- Knowledge of Vision Zero, Complete Streets, and NACTO design concepts.
- Experience with CAD software (AutoCAD preferred).
- Experience or interest in ArcGIS software.
- Ability to succinctly communicate results both verbally, written, and graphically to a range of audiences.
- Ability to provide excellent customer service when communicating with residents.
- Ability to work in a team environment or independently, including self-managing workload.
- Ability to understand and follow directions and discern when to ask for support.
- Ability to research projects, problem solve, and concisely present conclusions to diverse audiences.
- Ability to manage and complete projects within specified timeframes.
- Ability to navigate critical project thinking.
- Ability to establish and maintain effective working relationship with employees at all levels and the public.
- Knowledge in using Microsoft Office Word, Excel and Power Point.
Education, Experience, and Other Requirements:
- Must be enrolled and attending a graduate program with a target degree in civil engineering, urban planning, public administration or field of interest that complements the position.
- Interest in transportation safety.
- Interest in public service.
- Previous experience and interest with CAD.
- Must possess a valid driver’s license by date of hire and be comfortable driving city vehicles.

This is a variable, non-exempt, non-union position.
Definition of a Variable Position:
- Average weekly hours cannot be determined at date of hire.
- Hours may vary from week to week and are anticipated to be 28 hours per week or less.
- NOTE: Will be considered full-time and eligible for medical coverage if hours average 30 hours per week or more over a 12-month measurement period (or 130 hours per month).
Definition of a Student Intern:
- Must be enrolled in a full-time, bona fide education program. Full time employees taking evening classes, those enrolled in one course, or those going to school periodically are not considered student interns.
- During the school year must be scheduled to work 20 hours or fewer per week.
- During special situations (i.e. specific internship programs through school) or during school breaks, can be scheduled to work more than 20 hours, up to full time, if appropriate.
- Must be terminated as a student intern when no longer associated with an education program.
- At-will for the duration of the student intern status.
Work location:
- Must be located within commuting distance of Bellevue City Hall during the summer and during the school year.
- There is opportunity to work remotely within Washington State, as agreed upon with the supervisor. Applicants must be located in Washington State.
