The Professional Land Surveyor in the City of Bellevue’s Finance and Asset Management Department is responsible for management of land survey projects and supervision of office technical staff in support of the design, acquisition of property, and construction for City infrastructure improvement projects.
This position involves the coordination of survey teams, management of survey data, ensuring compliance with local and state regulations, and providing technical expertise on land and property boundaries. The person in this position works closely with internal departments and stakeholders to deliver accurate survey data that supports the City’s long-term capital, land use and asset management goals.
- Project Management: Ensure that survey projects are completed on time, within budget, and meet all relevant legal, regulatory, and technical standards. Coordinate with the City’s Real Estate and Public Works divisions to support development and capital improvement projects.
- Survey Data Collection & Analysis: Manage the collection, processing, and maintenance of survey data, including the use of CADD, GIS, and other relevant software. Ensure that all data is accurate, up-to-date, and integrated into city-owned and managed systems.
- Boundary and Legal Descriptions: Provide expert analysis and interpretation of land boundaries, easements, and property descriptions. Prepare and review legal descriptions, plats, and maps to support City land acquisitions, sales, and other real estate transactions.
- Compliance and Regulations: Ensure that all survey activities comply with local, state, and federal laws, including Washington State’s surveying standards. Stay updated on changes to survey-related laws and ensure that all City survey operations adhere to these standards.
- Stakeholder Coordination: Act as the primary point of contact for project related inquiries and issues, working with internal departments to facilitate smooth project execution; represent the City with other public agencies when coordination on land survey matters is required.
- Staff Development & Supervision: Lead and mentor survey staff, providing training, professional development opportunities, and performance evaluations.
Supervision Received and Exercised:
- Reports to the Land Survey Manager.
- Receives limited to moderate supervision.
- Supervises technical office staff.
Education:
- Washington State Professional Land Surveyor License required.
- Graduation from an accredited two, or four-year college or university with a degree in Land Surveying, plus eight or more years of progressively responsible experience in Land Surveying.
Experience:
- Minimum of 10 years of experience in land surveying.
- Minimum of 3 years of project management experience.
- Supervisory experience is preferred.
- Experience with public sector projects, municipal land management, or infrastructure development is preferred.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Technical Skills:
- Proficiency in survey software (e.g., AutoCAD, Civil 3D), GIS, and GPS technologies.
- Strong understanding of Washington State land survey laws and regulations.
- Excellent project management skills, with experience in managing budgets and teams.
Soft Skills:
- Strong leadership and communication skills, with the ability to effectively collaborate with diverse teams.
- Ability to work under pressure and meet deadlines while maintaining a high standard of accuracy and quality.

Flexible/Hybrid Working: A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
Salary : $109,400 - $151,007
