The City of Bellevue Development Services Department is seeking a self-motivated, forward-thinking person to join our team. In this position you will manage a program that streamlines cross departmental processes for small businesses and public space events to drive economic engagement. You will also act as a dedicated point of contact to provide a clear and predictable approval process for clients and reduce barriers of participation.

In this role you will also serve as a project case manager to provide an understandable and predictable permitting process for qualifying program participants. 

Performs duties and responsibilities commensurate with assigned functional area within a City department which may include, but are not limited to, any combination of the following tasks:

  • Works closely with department leadership and stakeholders to establish strategic direction for the Development Services small business and public space activation permit assistance programThis includes defining the program goals and objectivesestablishing methods and means of accomplishing program objectives; and implementing policies and procedures.

  • Oversees the development of public involvement processes and community outreach to support program development and ongoing continuous improvement.

  • Directs and reviews the program work plan; assigns work activities and projects; monitors workflow. Acts as a functional lead for cross-departmental projects.

  • Develops and implements systems to track and monitor program's performance measures related to program/project objectives, goals, schedule, and overall program budget.

  • Selects consultants, negotiates and executes consultant's agreements, and monitors consultant progress and expenditures by providing technical guidance and review of consultant's deliverables.

  • Provides project management for qualifying program participants throughout the permitting life cycleThis may include: acting as a liaison to facilitate continuity between the permit review and inspection processproactive issue spotting and collaborative issue resolution, or proposing policy changes to reduce barriers. .

  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork; selects, trains and evaluates staff.

  • Makes reports and presentations on program to City Council, other agencies, citizens, and business groups.

  • Leads internal teams related to program; coordinates with appropriate City departments and other employees.

  • Participates in local, regional, and State groups, commissions, committees and similar, as needed; serves as the City's representative to said groups.

Supervision Received and Exercised:

  • Works under general supervision. Expected to work and problem solve independently.

  • Supervises program staff, program administrators and support staff and adds as a lead for multifunctional teams.

Knowledge, Skills, Abilities and Competencies

  • Experience implementing creative solutions to complex problems.

  • Ability to analyze and use critical thinking skills to understand systems and processes and understand customer needs and how to achieve targeted outcomes for success. Ability to connect with a wide variety of stakeholders and synthesize feedback into a successful program that meets desired outcomes.

  • Ability to inclusively and effectively implement change in continuously evolving situations.

  • Knowledge of the principles and practices of public sector organization and program operations; knowledge of projects management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control; considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as departmental policies and procedures.

  • Knowledge of, or ability to learn process of, obtaining or issuing permits and approvals from a local government agency, including navigating complex regulatory requirements.

  • Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate to various groups with differences in age, language, culture, education level and technical knowledge.

  • Ability to effectively plan, assign and direct a work program including evaluating the work of other staff. Ability to establish and maintain effective working relationships with the public, other governmental jurisdictionsstakeholders, customers and other City staff.

  • Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the program's goals.

  • Ability to prepare informative financial reports and deliver persuasive, succinct presentations to senior management, elected officials and community groups as required.

Education and Experience

  • Graduation from an accredited four-year college or university with a degree in businessmarketingeconomics, or a related field, or equivalent, is preferred

  • Five or more years of progressively responsible related experience in project/program management, ownership or operation of a businessas well as supervisory experience, is necessary.

  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Salary : $104,225 - $143,865
