What are the responsibilities and job description for the Storm and Surface Water Lead Worker position at City of Bellevue?
The City of Bellevue is currently accepting on-line applications for a Surface Water Lead Worker for our Utilities Department. Persons in this position provide all general duties necessary to maintain the city's Stormwater infrastructure. Work is performed at a journey-level and the position acts as a lead to small work groups in the corrective maintenance program, but can include; NPDES inspection/cleaning, Stormwater Pond and Open Space Maintenance, and condition assessment (video inspection program). This position is a field lead and will be leading a crew on-site, in the field, on a regular basis.
- Perform at the journey level all general duties necessary to maintain the Stormwater system infrastructure.
- Maintain dig and repair equipment including but not limited to; track hoes, back hoes, dump trucks, crew trucks and other maintenance items.
- Assign work and provide on-site direction while working with crews consisting of one or more persons on a daily basis.
- Operate equipment typical to stormwater maintenance functions such as jet trucks, vactors, rodding machines, preventive maintenance equipment trucks, pipeline video inspection equipment, compactors, jackhammers, pipe tapping tools, and a wide variety of hand and power tools.
- Respond to emergencies such as failures or damage to the system appurtenances and infrastructure.
- Communicate changing conditions orally and by written reports to crew leaders and supervisor. Proper use of and documentation in work order reports and other computer systems such as; Outlook, Word, Excel, and others
- Lead/motivate all members of the work group and ensure employee and public safety in all weather and working conditions.
- Train subordinate employees in standard procedures of repair and maintenance of wastewater systems.
- Handle on-site questions and concerns from the public.
Education & Experience
- Graduation from high school or a GED equivalent.
Additional Qualification Criteria
- Five or more years of progressively responsible related experience in a labor position performing municipal maintenance or general construction activities.
- Six months work experience in lead position of a work team.
- Experience delivering quality customer service to the general public.
- Working knowledge and ability to interpret as-built maps, drawings, and records. Working knowledge of hydraulics and electrical/voltage requirements.
- Basic computer and keyboard skills.
- Ability to make decisions necessary to plan, organize and complete work efficiently.
- Ability to effectively interact with, and demonstrate leadership to subordinates, peers, and supervisors.
- Demonstrated ability to clearly and concisely communicate both orally and in writing. Ability to perform effectively with little or no supervision.
- Must be able and willing to work overtime (including nights and weekends).
- Must possess a valid Washington State Driver’s license by date of hire.
- Must have and maintain a good driving record by City Standards.
- Must be able to obtain a Washington State Class A Commercial Driver’s License (CDL) with an air brake and tanker endorsement within six months of employment.
- Selected candidate must pass a pre-employment flexibility test and physical capacity test.
- Selected candidates who possess a current CDL must pass a pre-employment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing for all job classifications requiring a CDL).
- Selected candidates who do not currently possess a CDL will be subject to a drug and alcohol test upon obtaining CDL in accordance with DOT rules and regulations.

Physical Demands
- Must be able to lift up to 75 lbs. and engage in considerable pulling, pushing, and climbing.
- Work is done mostly outdoors in all types of weather conditions. Common hazards include traffic, underground lines, chemicals, confined spaces with potential hazardous atmospheres and equipment.
- Individuals must have adequate hearing and visual acuity to successfully perform the essential job responsibilities and requirements of the position.
- Individuals must be able to hear, speak, and understand verbal communications and other outside sound sources. Vision abilities include close, distance, color, peripheral vision, depth perception, and the ability to adjust focus.
- This is a union position.
- Required to respond to emergencies on a 24-hour basis.
