GENERAL PURPOSE:
GENERAL PURPOSE: Under direction of the City Engineer, performs construction inspection in the field as well as engineering support in an office setting to ensure the City’s infrastructure is constructed in conformance to City standards; represents the City and department by serving as a liaison between the City and citizens when responding to difficult issues; works towards maintaining public trust and confidence in its Public Works Department.
PRIMARY DUTIES AND RESPONSIBILITIES:

- Conducts inspections of public infrastructure and stormwater management elements on public and private construction projects for conformance to approved construction plans, specifications and City standards.
- Supports the Engineering Division in the review of plans and specifications pertaining to public infrastructure on public and private projects to ensure compliance with City standards.
- Supports the Engineering Division in the execution of capital improvements projects including the monitoring of project schedules and budgets to ensure financial and schedule milestones are met; assists project managers in providing routine updates of project schedule and budgets; resolves public questions and concerns; coordinates with other municipal agencies and/or private utilities and companies involved in the project; works to prevent or resolve problems occurring during construction; and assists the PM to ensure project records and documentation are properly maintained.
- Provides engineering support/information for all Public Works Divisions (Engineering, Transportation and Water Services) as well as other City Departments including Administration, Parks, Police, Fire and Finance.
- Inspects silt and erosion controls through the City; contacts responsible party if repairs to the silt and erosion control are required; and conducts follow up inspections to ensure compliance.
- Performs surveying of newly installed and existing public and private utilities including stormwater management structures.
- Responds to concerns raised by customers pertaining to public infrastructure, drainage concerns and private stormwater management facilities.
- Serves as liaison between customers and the City of Belton in assigned areas. Supports the relationship between the City of Belton and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.

MINIMUM QUALIFICATIONS:
Required knowledge, skills, and abilities:
- Operations, services, and activities of a City Engineering Division.
- Pertinent federal, state, and local laws, codes, and regulations affecting area of assignment.
- Construction practices concerning streets, water lines, sanitary sewer lines, storm sewer lines, concrete, and testing standards.
- Structure, organization and inter-relationships of city departments, agencies, and related governmental agencies and offices affecting assigned functions.
- Effective communication principles and practices.
- Principles of business letter writing and basic report preparation.
- Basic project management techniques.
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Utilizing personal computer software programs and other relevant software affecting assigned work and in compiling and preparing spreadsheets.
- Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
- Applying construction practices related to area of assignment.
- Reviewing, interpreting, and analyzing complex engineering plans, drawings, specifications, contract documents, and engineering reports sufficient to conduct inspections of projects to ensure conformance to professional standards.

- Preparing and analyzing required data and reports.

Education and Experience:
- High School Diploma/GED
- Three years of construction experience that includes knowledge of installation of pipe, pipe testing, roads, concrete, structural concrete, and the tools and equipment needed
- Associate's degree in construction management or related field preferred and/or work in a public sector environment or an equivalent combination of education, training, and experience.
Required Licenses or Certifications:
- Possession of a valid State Driver's License
Physical Requirements:
- Work is performed both in a standard office environment and in the field; routinely travels to various construction inspection sites; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, and infectious disease when working in the field and visiting construction sites.
