The Records & Evidence Manager is a non-represented, FLSA exempt position that makes a difference daily for the Bend Police Department and the community of Bend by leading a knowledgeable and supportive team. The person selected for this position must demonstrate highly developed leadership skills, public administration acumen and the ability to assist in leading a team. This professional management position is assigned to oversee the Police Records & Evidence Program for the Bend Police Department including staffing, budgeting, administration of systems supporting the program, and all other program operations. Develops, implements, and administers program functions, policies, and procedures including the entry, collection, retrieval, and distribution of data to internal and external customers.

Distinguishing Characteristics

The Police Records & Evidence Manager is assigned to the Police Department. The position has the highest level of authority in the Police Records & Evidence Program and manages all aspects of police records and evidence retention and release. The position has direct or indirect supervision of all of the staff assigned to the division. Position participates or assigns a designee to all City of Bend projects that affect police records and or evidence.

Supervision Exercised and Received

The Police Records & Evidence Manager supervises all staff assigned to the Police Records and Evidence units. The Police Records & Evidence Manager makes assignments by defining objectives, priorities and deadlines, and assists employees with unusual situations that do not have clear objectives. The Police Records & Evidence Manager reviews the work for technical adequacy and conformance with practice, policy, Oregon Revised Statutes, federal criminal justice information regulations, and Oregon Secretary of State Administrative Rules. Police Records & Evidence Manager is supervised by the Police Department Business Manager. Assignments provided to the Police Records & Evidence Manager are made in terms of broad practice, precedents, policies, and goals.

Functions, Duties and Responsibilities

Supervises staff assigned to the Police Records and Evidence Units include : prioritizing assigning and scheduling work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations and decisions.

Develops the overall work program and prepares the section's budget based on staffing and resource requirements, cost estimates, and objectives and goals. Monitors and documents expenditures assuring compliance with approved budget.

Acts as Police Department Custodian of Records. Interprets public records law and determines disclosure and non-disclosure of highly sensitive documents. Directs, plans and monitors records collection, storage, preservation, retrieval and management for the Police Department ensuring City, State, and Federal requirements are met. Manages the retention schedule for case files and related documents.

Develops functions, procedures, and processes to improve services, reviews alternative methods of delivering services and evaluates the costs associated with the alternatives. Develops long-term and short-term program goals and implements plans to meet goals.

Recommends and implements policies, procedures, and performance standards coordinating with subordinate supervisors, police officers, other City departments and outside vendors to assure efficient and effective police records activities.

Coordinates services with other criminal justice agencies for the purpose of regional data and procedures sharing. Represents the police records section at City meetings and with other agencies.

Plans, organizes and manages police records and evidence computer system development, implementation, maintenance and operation. Identifies required modifications to system to solve problems or enhance operations.

In collaboration with the Bend Police Department IT Division, this position oversees the Records Management System as the System Administrator; analyzes, tests, implements, and documents the existing and upgraded system. Researches and evaluates new technology.

Ensures proper utilization and access of multiple police records information systems.

Conducts in-service training for the state and national computer systems.

Coordinates the resolution of inquiries, complaints, problems, or emergencies affecting the availability or quality of services. Responds to sensitive or complex inquiries.

In an emergency or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Performs other duties as assigned or directed.

Knowledge, Skills and Qualifications

Knowledge of :

  • Advanced knowledge of applicable federal, state and local laws and ordinance pertaining to record retention, trial testimony, release of records and information.
  • Principles and practices of records management.
  • Advanced ONIBRS uniform crime reporting knowledge.
  • Terminology and procedures used by criminal justice agencies.
  • Principles and practices of office management and budget preparation.
  • Principles and techniques of research and technical report preparation.
  • Standards and principles of law enforcement records management systems.
  • Supervision and performance management principles.
  • Principles and techniques of project and program management.
  • Skill in :

  • Analyzing and managing programs and operations.
  • Preparing reports supported by statistical and other documentation.
  • Using computer software including word processing, spreadsheets, and interactive computer programs; operating common office equipment.
  • Planning and implementing departmental procedures and objectives.
  • Communication (written and verbal), interpersonal skills as applied to interaction with coworkers; supervisor, the general public, and other stakeholders sufficient to exchange or convey information and to provide and receive work direction.
  • Resolving customer complaints and concerns.
  • Operating, administering, and troubleshooting law enforcement records management systems.
  • Advanced knowledge and understanding of LEDS and CJIS policy and regulations.
  • Education, Experience, Certifications and Licenses Required :

    Bachelor's degree in business administration, public administration, or a related field. Five years of progressively responsible police records experience, including a minimum of two years as a supervisor in a public safety environment. Any equivalent combination of experience and training will be considered. Certifications :

  • Valid Oregon driver's license within six months of hire.
  • The ability to obtain and maintain CJIS level 4 clearance. Must obtain within three months of hire.
  • Ability to obtain and maintain LEDS Update and Inquiry Certification within six months of hire
  • Public Notary or within 12 months of hire.

    Group Long-term Disability Insurance : Benefit-eligible employees working at least 20 hours per week are eligible for a a benefit of up to 66.67% of employee's covered earnings to a maximum of $9,000 per month.
