The City of Bend Engineering Department is actively recruiting for one (1) full-time Construction Right of Way Manager. This opportunity is a non-represented, FLSA exempt position (not eligible for overtime). The position reports to the Assistant City Engineer in the Engineering Department.

Summary

Reporting to the Engineering Director in the Engineering and Infrastructure Department (EIPD), this position is responsible for overseeing construction issues in the Right of Way (ROW). Supervises a unit of staff focused on the inspection of various construction projects throughout the City. This position maintains and provides interpretations of the City's standards and specifications for public improvements. In addition, this position assures that engineering designs are in alignment with various growth management strategies, engineering master plans, and the City's utilities and street maintenance departments operational goals. 

Under minimal supervision, manages the events and disruptions to the City of Bend right of way. Communicates with Engineering Inspectors, Project Managers, and Operations and Maintenance Staff to coordinate ROW projects.  Is the primary point of contact for all of the Franchise Utilities working within the City of Bend ROW.  Includes management of the Franchise Agreements and the recently adopted Franchise Code. Coordinates right of way violations with the Code Enforcement Division and other Departments as needed. May perform, audit, observe, and guide routine to complex technical engineering inspection of public infrastructure improvement projects, private or public utility projects (constructed in the public ROW). In addition, reviews engineering plans, and helps with project coordination. This person will act as the main point of contact for the Qualified Contractor field issues and complaints related to work in the ROW.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
  • Supervises and oversees engineering inspectors in field investigations, inspections, and provides public education to ensure adherence to City ROW codes and City Standards and Specifications.
  • Supports enforcement of City of Bend Standards and Specifications, and assisting escalated cases of unsafe conditions, defective/deficient work, and work that does not comply with approved plans and specifications. Coordinating with contractors as appropriate.
  • Direct and approve the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; may select, direct, and manage the work of consultants.
  • May perform, audit, observe, and guide inspections of civil engineering/public works infrastructure improvement projects constructed within the City's public ROW,  and easements during oversight or site visits.  Inspections are conducted in accordance with City policies and codes. Projects can be both publicly and privately funded and may include, but are not limited to transportation systems, water systems, sanitary sewer, storm water collection systems, and franchise utilities.
  • Within the defined scope and authority of the position, responsible for all right-of-way inspections and monitoring of construction sites for compliance with City standards and specifications, public safety, and traffic control. Oversees, audits, and guides Inspections and observes construction materials and reviews methods to ensure compliance with approved plans, specifications, and construction details on the project.
  • Responds to inquiries, Citizen Service Requests, and public information requests; investigates and resolves problems; provides customer service and resolves more complex issues in the field.
  • Provides information to contractors, owners, or other customers regarding City of Bend specifications and other regulatory requirements and specifications.
  • Participates in City of Bend Standards and Specifications and Bend Code updates. 
  • May coordinate the construction of City projects with utility companies, other departments, other agencies, contractors/sub-contractors, and adjacent landowners.
  • Be available to work during evening or weekend hours to perform some duties.
  • Provides formal documentation of customer disputes and resolutions.
  • Uses AutoCAD, MS Project, Word, Excel or other software in the support of various projects and programs, providing data and analysis to others within or outside the City.
  • Analyzes work papers, reports, special projects; interprets technical and numerical information; observes/solves problems involving operational situations and technical policies and procedures.
  • Disseminates, implements, and enforces organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • Other related duties as assigned.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.
  • Maintain working knowledge of advanced construction inspection methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to civil engineering, construction and traffic studies.
  • Maintains a working knowledge of advanced project management principles and applying advanced level engineering technical principles and practices.
  • Ability to supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
  • Maintain working knowledge of technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications.
  • Maintain working knowledge of governmental procurement principles and practices, competitive bidding requirements.
  • Maintain working knowledge of contract administration and maintenance principles and practices; applicable Federal, State, and local laws, rules, regulations, and codes. 
  • Maintain working knowledge of municipal infrastructure, franchise utilities and underground utility infrastructure engineering, worker safety and OSHA regulations. 
  • Maintain working knowledge of principles and practices or effective negotiation, and governmental accounting practices and processes.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public and other stakeholders sufficient to exchange or convey information to provide and receive work direction.
  • Maintain a high degree of confidentiality, facilitation skills as well as transactional communication and active listening skills.
  • Prepare, read, analyze and interpret policy documents as well as complex financial reports and statements supported by statistical data and other documentation.
  • Work independently with minimum direction while also working as part of a team and collaborating with others.
  • Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as common office equipment. Skilled in inspecting and analyzing construction procedures and code violations.

  • Exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
  • Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • May be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, chemicals, oils, extreme temperatures, and intense noises.

Education, Experience, Certifications and/or Licenses 
The following are the qualifications for this position.        

Minimum Qualifications
  • Associate’s degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 4 to 5 years' experience in a similar position and/or performing similar tasks
  • 2 to 3 years Managerial experience 
Required Certifications 
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
  • Possession of the General Inspector Certification in the ODOT Construction Inspector Certificate program or ability to obtain in 12 months. 
  • Possession of Construction Manager Certification or the ability to obtain within 12 months.  
Preferred Qualifications
  • Certifications: Other certifications related to contracting or construction such as alternative delivery methods or Hot Mix Asphalt Certification, etc.  
  • Formal Education: Master’s degree in construction engineering management, Civil Engineering, or closely related field. 
  • Experience: 10 plus years in a similar position and/or performing similar tasks. 10 plus years in the construction industry.
  • Systems or Projects: Autodesk suite of software, Construction Scheduling software such as Primavera.
  • Certification as a Professional Engineer in the State of Oregon.
