The City of Bend Water Services Department is currently accepting applications for one (1), regular full-time Meter and Safe Drinking Water Supervisor. This is a non-represented and FLSA exempt (overtime ineligible) position.

Summary

This position supervises the Water Services Meter and Safe Drinking Water work group. They are responsible for creating standard practices and procedures for the renewal, maintenance and replacement of Utility linear assets including water distribution and wastewater collection piping infrastructure, replacement, testing, programming and installation of meters and meter related hardware according to all applicable federal, state and local laws, ordinances, standards and regulations. This position reports to the Utility Field Operations Manager. 


Classification Overview
Provides professional, technical, and administrative support for City and departmental operations and services by providing supervision and support programs or organizational units. May support the work of other departments and/or the community. Responsible for the supervision of a broad range of staff including those performing professional, technical, and skilled work that may require advanced knowledge, education, or certifications/licenses. Reports to a classification within the Manager Series or a non-represented position that is equal to or greater than the Manager Classification.

Work Scope: The work product or service affects the design or operation of systems, programs, or equipment; the adequacy of such activities as field investigations, testing operations, or research conclusions; or the social, physical, and economic wellbeing of people.

Complexity of Work
Complexity: Work focuses on varied situations that require analysis or interpretation, application of technical skills and expertise and understanding interrelated processes. Can require evaluating multiple sources of information and using analytical and evaluative judgment to identify, select alternatives and solutions.

Degree of Independence: Sets priorities and organizes work; existing practices are used as guidelines to determine work methods; works independently and resolves most problems; important, non-routine work is reviewed.

Decision Making Authority: Regular exercise of independent judgment within accepted practices and in accordance with established policies and procedures. Makes recommendations that affect policies, procedures, and practices. Refers decisions involving exceptions to accepted practices to supervisor.

Budget Authority: Makes recommendations on budgetary decisions. May have authority to approve some expense items. May make recommendations on expenses and/or revenue-generating activities.

Span of Control: Provides direct supervision of a medium to large work unit performing varied, technical, and advanced functions which may require advanced certifications.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Supervises the activities of water distribution and wastewater collection repair and maintenance functions. This includes implementation of and adherence to applicable policies, procedures, standards & specifications in the areas of maintenance and repair on assets at grade or underground. 
  • Supervises, monitors and inspects completed work for compliance with applicable federal, state, and local laws, ordinances, standards, and regulations.
  • Supervises and instructs subordinates in the use of equipment associated with the maintenance, repair, upgrade, and expansion of the existing water and metering systems, including hydro-excavators, backhoes, loaders, trackhoes, trucks, taps, related to tasks such as line stops, coring, drilling, excavating and other tasks as required to safely and successfully complete assigned projects.
  • Assists fellow Water Services staff and Engineering Department staff with master plan development, standards and specifications review and updating, private development activities. Serves as project and contract manager for Safe Drinking Water capital improvement planning and projects.
  • Work with other Water Services Supervisors to address franchise and private development needs in public right of way. 
  • Oversees the meter program, including the installation of new meters, setting meter replacement program schedule, and associated Automated Meter Infrastructure (AMI) inspection and meter testing.
  • Oversees the Safe Drinking Water Program to ensure necessary installation and testing of devices for the backflow program.
  • Works with the Data Services group to update GIS and as-built drawings.
  • Reads, interprets, and follows construction drawings and specifications as necessary to inspect, install, service and/or repair infrastructure related to water meters.  
  • Ensures the use and accuracy of the utilities asset management system by work group staff.
  • Performs research and initiates the purchase and inventory management of equipment, supplies and tools necessary to complete all repairs or replacement.
  • Prepares and maintains a variety of work order records and logs related to daily activities and operations; prepares technical memorandums/reports for dissemination to internal departments and/or external agencies.
  • Communicates and coordinates frequently with other utility work groups and their respective supervisors to ensure the overall needs of the utility are being met including proactively addressing major utility operations, maintenance, and labor issues. 
  • Coordinates the inspections team in field inspections of water system infrastructure as defined in the City of Bend utility standards and specifications.
  • Assists in the development, administration, and monitoring of the division budget, including allocating resources and recommending expenditures and contracted services.
  • Procures and manages private contractor work related to this Utility work group’s functional area of responsibility.
  • Ensures availability of support staff for after-hours emergency work and on-call standby duties.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

Supervisory Responsibility

This position is a management position which encompasses supervisory responsibility, including the following tasks.

  • Directly supervise all team members, including training, assigning, and directing work, evaluating performance, disciplining as necessary, and addressing employee concerns and grievances. 
  • Provide team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions, or special assignments.
  • Participate in the recruitment of new employees, including interviewing and making hiring recommendations/ decisions and compensation recommendations. 
  • Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties.

Knowledge:
  • Knowledge of a body of standardized rules, procedures, or operations that require considerable training and experience to perform the full range of standard clerical assignments and resolve recurring problems;
  • Skill, acquired through considerable training and experience, to operate and adjust varied equipment for purposes such as performing numerous standardized tests or operations;

Education, Experience, Certifications and/or Licenses 
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below.
  • High School/GED or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 2 to 3 years’ experience in a similar position and/or performing similar tasks.
  • 2 to 3 years of supervisory experience

Specific Requirements and/or Qualifications
  1. Possess and have the ability to maintain an Oregon Water Distribution III Certification; level IV preferred.
  2. Possess and have the ability to maintain an Oregon Wastewater Collections Grade II certification.
  3. Possess a Confined Space Entry Certification or the ability to obtain within six months.
  4. Possess or have the ability to obtain and maintain a valid Oregon Class A Commercial Driver’s license within 12 months of hire.
  5. Current and valid Driver's license per City policies outlined in the Employee Handbook.

Preferred Qualifications
  1. Associates degree or higher from an accredited college or university in water technology, chemistry, biology, maintenance or a closely related field preferred.
  2. Seven (7) years’ of full-time work experience in a senior municipal water/wastewater utility worker role, including three (3) years in the supervision of skilled and semi-skilled water and wastewater utility workers and/or performing similar tasks. 
  3. Experience working for a public agency.

Distinguishing Characteristics
  • Supervisor III is the highest level of three classifications in the supervisor Series
  • Supervisor II is distinguished from the Supervisor III in that the latter is a supervisor over a work unit performing broad, varied, and technical work which ranges from routine to difficult/complex work. The former has the responsibility over a larger unit that is varied or technical requiring advanced specialization/certifications. The work unit(s) supervised have greater consequences for operational failures.
  • The Supervisor series is distinguished from the Manager series in that the latter has greater responsibility for decision making, program implementation, budget management and oversight, and activities with broader organizational impact. Positions assigned to the supervisor series do not supervise staff with direct reports.
