SUMMARY:
The Recreation Program Supervisor over Outdoor Recreation oversees the organization, execution, and management of youth and adult sports and recreation programming at various sport complexes and parks, as well as the management of The Rink at Lawrence Plaza. This role involves supervising the outdoor recreation team, coordinating programs and events, engaging with the community, managing budgets, fostering collaboration, and ensuring the continuous improvement of recreational services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Facility, Program, and Staff Management:
- Organizes and executes youth and adult sports and recreation programming at various sport complexes and parks.
- Supervises the outdoor recreation team, consisting of two full-time employees and 10-25 part-time/seasonal employees, responsible for the operation, programming, and administration of outdoor sports and recreation programming and facility management at The Rink at Lawerence Plaza.
- Performs supervisory functions by interviewing, selecting, training, evaluating, disciplining, developing, and terminating staff.
Program and Event Coordination:
- Provides program and event management, customer service, communication, and distributes department marketing to the public.
- Develops and introduces new recreation programs, activities, equipment, and materials.
- Assists in ensuring facilities and surrounding grounds remain a safe, clean environment for recreational activities.
- Creates partnerships and contracts with third party vendors to provide recreation serves for the department.
- Adapts city-sponsored recreation programs to meet the needs of citizens, groups, teams, and individuals.
- Acquires sponsorships, donations, and/or other in-kind services as needed for the organization and implementation of recreation programs.
- Conducts market research and develops short and long-range community recreational goals and objectives.
- Organizes and executes key components of the Run Bentonville Half Marathon.
Revenue/Expense Budget Management:
- Assists in the development of and monitors all outdoor recreation programs and facility budgets.
- Manages an annual budget of 1.5 million dollars in expenses and 1.5 million dollars in revenue.
- Enters purchase orders and executes purchases of equipment and supplies.
- Tracks expenses and revenues generated by the programs and facilities.
- Implements corrective measures as needed and reports status regularly.
- Makes recommendations for capital improvements and equipment.
Customer Service, Communication, and Professional Development:
- Establishes and maintains contact with recreation service and equipment vendors.
- Fosters cooperation and teamwork among city recreation and non-recreation personnel.
- Develops and maintains relations with other recreation providers in the community.
- Works with administrative or other professional personnel to ensure that recreation is well balanced, coordinated, and integrated with special services.
- Participates in professional associations, conferences, workshops, and training related to recreation.
SUPERVISORY RESPONSIBILITIES: This position directly supervises two full-time staff members and 10-25 (seasonally) part time staff members. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE: Bachelor's degree (B. A.) in Park and Recreation Administration or closely related field and four (4) years’ related experience and/or training in Parks and Recreation management, including supervisory experience, or equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistics and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Must also have the ability to perform basic budget management.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have and maintain a valid driver’s license, the ability to become a certified First Responder by the American Red Cross and must pass a background security check.
