SUMMARY - Under general supervision, provide a variety of complex and advanced technical and professional GIS work to support the entire Water Utilities Department. The individual will be responsible for managing the GIS database and mapping systems for all water and wastewater assets. Considerable coordination with the entire Bentonville Water Utilities staff will be required to confirm accuracy of existing and newly constructed infrastructure to depict a precise representation of all assets.


ESSENTIAL DUTIES AND RESPONSIBILITIES - Include the following: Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.


Works under the general supervision and guidance of the City of Bentonville Water Technical Supervisor.


Use GIS technology to analyze and describe variables in a geographic location. Extract data, perform analyses, and present conclusions and recommendations.


Identify assets and update or create maps and customized geographic information systems applications and manipulate data to serve a variety of purposes.


Read and interpret maps and as-built drawings to locate, obtain, manipulate, and understand digital land data, in order to manage data entered into a GIS database. Must be attentive, noticing missing/incorrect assets, premise, etc.


Develop sustainable and efficient workflows and systems of collecting and managing data. Provides training and assistance to all district staff on GIS functions and applications. Provide active feedback to Technical Services Manager.


Must be able to represent the department in a professional manner.


Responsible for coordinating with the GIS department to perform basic IT troubleshooting to address typical or unexpected computer communication problems.


Integrates data from multiple sources into utility mapping system using GIS software. Collects field data using GPS and laser equipment to acquire topographic, cadastral, and physical feature data.


Works well within a team setting, outstanding listening skills, ability to follow directions, and good customer service skills.


Ability to learn and understand the basic water and wastewater network structures as it applies to a network GIS configuration. Responsible for reviewing engineering plans and interpreting aerial imagery.


Prepares high-quality exhibits and customized maps for records, reports, and meetings. Ensures maps are annotated and compiled with the correct information, maintaining data integrity and accuracy.


Maintains an organized database of record drawings, plats, easements, and utility infrastructure and ensures database is structured for optimal performance. Develops GIS solutions to aid in permitting, construction, and field operations / maintenance procedures.


Conducts searches of land records, plats, easements, and other records on internal and external databases and GIS systems.


Knowledge of water and wastewater construction techniques preferred.


Excellent written and oral communication skills required.


This position is considered a first responder in the event of a citywide emergency or disaster situation.


During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.


Implements procedures, processes, and monitors effectiveness of software to ensure the department is satisfying user needs


Maintains security, integrity, and accuracy of records.


Find or create more efficient and effective operations through technology advancements.


Assists in creating, updating, and implementing the water distribution and wastewater collection system models, by utilizing the necessary modeling software.


SUPERVISORY RESPONSIBILITIES

- This position doesn’t have any supervisory responsibilities.

EDUCATION and/or EXPERIENCE

- Bachelor’s degree with major course work in GIS, information systems, business/public administration, statistical analysis, social science, or related field AND minimum of four years of professional experience in GIS-related activities; or a combination of education and experience.


LANGUAGE SKILLS - Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from
customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.


MATHEMATICAL SKILLS - Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply
concepts such as fractions, percentages, ratios, and proportions to practical situations.


REASONING ABILITY - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram
form and deal with several abstract and concrete variables.


TECHNOLOGY SKILLS - Knowledge of commonly used concepts, practices, and procedures within the geographic information system field. Skills should include familiarity with ArcGIS suite of
software, Autodesk Civil 3d, Trimble survey equipment, ESRI collector, RTK networks, GNSS, and digital modeling. Sound understanding of mapping processes including cartographic and geographic principles and equipment.


CERTIFICATES, LICENSES, REGISTRATIONS

- Posses and maintain a Valid Driver License.

Also required to stand and walk. Semi-regularly stoop, kneel, crouch, and/or crawl. Employee must lift and/or move up to 25 lbs. regularly. Occasionally lifting up to 100 lbs.  required. Visual abilities required include color differentiation, depth perception, and the ability to adjust
focus.


WORK ENVIRONMENT - The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable
accommodations may be made to enable individuals with disabilities to perform the essential functions.  The noise level is typical of a normal office work environment. Occasional filed visits to construction project sites will expose the employee to weather conditions, uneven terrain, open tranches, moving vehicles and equipment and elevated noise. Personal protective equipment will be provided and must be utilized accordingly.
