SUMMARY This is a safety sensitive position located at the Water Resource Recovery Facility (WRRF) Compost Facility and performed under the direct guidance of the WRRF Manager and WRRF Assistant Manager. Supervises and oversees the daily work activities of the Compost Technicians assigned to the Compost Facility. Position requires the ability to establish lead, foster and maintain positive harmonious working relationships with staff and to present a professional, approachable demeanor to the public.

Technology Knowledge Tyler Enterprise ERP, Executime, BambooHR, Workorder Management System, Microsoft Office including Outlook, Excel, Word, and PowerPoint.

Levels of responsibility

Supervisory Responsibility : 3 direct reporting technicians

Annual Budget totaling : $200,000.00 - $300,000.00

10-year CIP totaling : $1,000,000.00

Responsible Asset Value : $5,000,000.00

ESSENTIAL DUTIES AND RESPONSIBILITIES Reporting, relationships, work assignments, and work schedules may be subject to change to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

  • Work closely with the WRRF Utilities Manager and WRRF Assistant Manager to promote the policies of the City and Water Resource Recovery Facility.
  • Ability to work independently to plan, organize, train, oversee, instruct, and direct work activities of others and schedule work in detail.
  • Prepares reports and maintains records for work unit in accordance with established policies and format.
  • Provides assistance to other departments as needed.
  • Demonstrates ability to communicate clearly and effectively, both orally and in writing.
  • Demonstrates ability to establish and maintain effective working relationships with fellow employees.
  • Provides assistance and / or instructions as needed, reviews and checks work for completeness and accuracy.
  • Supervises operation of equipment and attends supervisory planning meetings.
  • Observes, reviews, and assists in evaluating employee's performance. Counsels and documents discipline activities and may participate in the interview and hiring process with the WRRF Utilities Manager and WRRF Assistant Manager.
  • Updates operational guidelines and performs work site safety inspections.
  • Reviews timesheets prior to submittal.
  • Maintains knowledge of job site safety requirements, (i.e., confined space entry, hazardous material use, waterborne diseases, and hazards of working with infectious materials.)
  • Maintains knowledge of the operations of equipment such as backhoe, front-end loader, dump truck, and screw press.
  • Ability to analyze work problems and procedures and make recommendations for improvements.
  • Demonstrated ability to use basic hand tools.
  • Able to perform manual labor outdoors in all types of weather.

SUPERVISORY RESPONSIBILITIES Directly supervises and oversees the daily work activities of all Compost Technicians. Conducts supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION High School Diploma or General Equivalency degree (GED)

LANGUAGE SKILLS Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measurement, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent. Adequate mathematical skills for permit reporting and accurate balancing of compost sales with funds received.

REASONING ABILITY Able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Must have an Arkansas Department of Environmental Quality Solid Waste Masters (1C) Certification and a minimum of five years direct experience in compost facility activities.
  • Requires a Class III Arkansas Department of Environmental Quality Wastewater certification and / or at least five years of wastewater treatment experience or state accepted equivalent.
  • Must have a valid Driver's License and a Commercial Driver's License (CDL).
  • Understand and comply with all sampling, reporting and maintenance of records for permit requirements.
  • The ability to achieve multiple Arkansas Department of Environmental Quality Certifications relevant to wastewater, wastewater collections and solid waste.

    While performing the duties of this job, the employee will frequently stand, walk, and climb. The employee must frequently lift and / or move up to 50 pounds.

    WORK ENVIRONMENT Exposure to all weather conditions, loud noise, vibration, odors, fumes, dust and pollen from green waste pathogenic material, mechanical and electrical hazards; The employee is frequently required to walk stand, talk, hear, and detect specific odors; work near moving mechanical parts and handle hazardous chemicals. Work in confined spaces using a confined space breathing apparatus and exposure to slippery or uneven surfaces.
